To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

ASSISTANT TECHNICAL OFFICER – COMMUNITY ART MANAGEMENT SERVICES: will provide technical and programmatic support to implement high quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service provision support for community level services based on the ongoing HIV and Tb surge in Akwa Ibom state. Support, scale up and coordinate the community level implementation of integrated HIV and TB surge strategies aimed at maximizing HIV case finding efficiencies based on the 95:95:95 strategies. S/He will support optimal linkage and enrolment rates for identified HIV positive adult, adolescent and paediatric clients at community  level based on the 95:95:95 strategies, support the community level implementation of test and start strategy including same day ART enrolment for identified HIV positive adults, adolescent and paediatric patients based on the 95:95:95 strategies and also support the community level implementation of strategies aimed at optimizing retention in ART care and enhancing virological suppression for adult, adolescent and paediatric patients enrolled in ACE-supported treatment locations based on the 95:95:95 strategies.

Minimum Recruitment Standard:

  • MBBS with a minimum of  1 year post  national  youth  service experience  in clinical care  OR Registered Nurse/Midwife/BSc Nursing  with  a minimum of 3 years post qualification experience.
  • A sound understanding of HIV/AIDS, TB and TB/HIV technical areas.
  • Knowledge of Nigerian clinical setting including government and non-government settings.
  • Experience in integrated HIV care delivery.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infection.

ASSISTANT TECHNICAL OFFICER- PEDIATRIC HIV & PMTCT: will provide technical and programmatic support to implement high quality facility-level paediatric ART, PMTCT, RH/FP, OVC support and other services at the state level. In addition, will work with others in the state office, local implementing partners and facility staff to ensure all services provided are appropriately documented using the national tools/organizational reporting platforms. Provide technical assistance to health facilities to ensure the provision of an integrated and holistic paediatric ART and PMTCT services, provide support for quality paediatric HIV care including diagnosis and management of opportunistic infections, ARV regimen optimization and monitoring for improved viral suppression, adverse drug reactions and drug resistance, coordinate facility and community-level interventions to ensure mother-baby-pair tracking, adherence support and retention of children on ART. The Technical Officer will work with the OVC partners in the state to ensure bi-directional linkages of children living with HIV/AIDS, provide technical and programmatic support to implement high quality care and support activities in PMTCT/EID sites in collaboration with appropriate GoN stakeholders, ensuring timely and adequate documentation. He/she will also contribute to the development of lessons learned from programs and projects related to clinical management of paediatric HIV/AIDS, PMTCT, RH/FP and integrated medical services and apply these lessons to improve the design of new and existing programs.

Minimum Recruitment Standard:

  • MB.BS/MD/PHD or similar degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT, TB and anti-retroviral therapy (ART) in resource constrained settings.
  • BSc. Nursing, Public health, Pharmacy, or other closely related field with 3-5 years relevant experience.
  • BS/BA in statistics, microbiology, or other relevant degree with 5 – 7 years relevant experience.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

ASSISTANT TECHNICAL OFFICER - LABORATORY SERVICES:will provide technical and programmatic support to implement high quality laboratory services of HIV/AIDS, PMTCT, TB, HCT and other services within state and L.G.A. level including adherence to good clinical laboratory practice (GCLP), national policies and guidelines. Coordinate and maintain oversight of the day-to-day operations of all laboratory services at the facility and community-based interventions, support the implementation of community ART scale-up and daily monitoring of sample collection and management between the community and the Hubs for HIV/AIDS including strengthening effective referrals and linkages between facility laboratory and focus LGAs in the target drive. S/He will ensure that good clinical laboratory practices and quality assurance, universal safety precautions are properly followed and oversee biological waste management between the community and testing Hubs at the focus LGA. Provide technical assistance for laboratory services to LGA Lab teams on field testing (if POC is available), sample collection and handling and reporting in line with the standard operating procedures and guidelines. Monitor logistics of community ART HIV testing, commodities documentation of HTC services using  the monitoring and evaluation tools and ensure proper documentation and reporting of all testing done and results communication between the LGA Lab volunteers and the testing Laboratory at the Hub. Contribute to development of lessons learned from programs and field work related to client and sample management of HIV/AIDS and apply these lessons to modify existing scale up program and improve the design of new programs.

Minimum Recruitment Standard:

  • Bachelor’s degree in medical laboratory sciences with a minimum of 1-year post national youth service experience in laboratory services and laboratory management of HIV/AIDS.
  • Certification/License to practice as a Medical Laboratory Scientist.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

S/He will support coordination and oversight functions on strengthening health information systems  through  strategic  information processes and innovations at the state level and across AHNi supported facilities and in line with PEPFAR and USAID guidelines. Provide support to sites in the state, including interacting with site program managers, M&E focal points, M&E officers of SACA/SASCP, other implementing agencies and local research groups on needs and ensuring that these parties understand and can support these requirements. Also, s/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

Minimum Recruitment Standard:

  • MBBS/MD, BSc/BA in Statistics, Pharmacy, Microbiology, Physiology or other health-related degrees with 1-year post NYSC work experience.

Background

The Nigeria TBHIV Reach Integration & Impact Project (N-THRIP) is designed to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

Hence, the consultant will support the implementation of the N-THRIP at Enhanced Site Management facilities in the state.

Key roles:

The services of the consultant will include but not limited to the following:

  • Support capacity building of pharmacy staff to deliver high quality services for HIV, TB/HIV and TB within supported health facilities.
  • Dispense Antiretroviral drugs (ARVs) and other medication in line with approved regimens and standards.
  • Providing medication-related counselling, including reinforcing adherence and advising on potential   side effects and drug interactions
  • Working with providers and clients to identify, manage, and report adverse drug reactions and drug interactions.
  • Contributing to decision making on treatment and care for individual clients
  • Ensure Good Pharmaceutical Practice (GPP) and standards.
  • Monitor ARV and other drug (STIs, OIs, etc.) stock levels at the community level and communicate with the project team for re-stocking.
  • Contribute to forecasting /quantification of health commodities and monitoring of drug distributions.
  • Oversee drug logistics i.e., stock-taking, proper drug storage, drug stock out in health facilities and monitor the effectiveness of the pull system
  • Oversee quality assurance systems at the facility level by close monitoring of prescription patterns, ensuring proper documentation, side effects monitoring (pharmacovigilance) and reducing dispensing errors

Recruitments:

  • B.Pharm or Pharm D with 2 - 3 years post NYSC experience in HIV/AID pharmaceutical care.
  • Experience in supporting supply Chain processes and information flows.
  • Work experience in logistics, preferably in an NGO setting will be an advantage.
  • Excellent ability to communicate and maintain productive relations with the team; resourcefulness, flexibility, and ability to work in a fast changing and challenging environment.

  • Provide support to facilities to improve the quality of laboratory services available in the facilities in line with National guidelines.
  • Provide support related to the laboratory services and management component of HIV/AIDS care and treatment in GF health facilities.
  • Coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART in collaboration with facility staff, technical and senior technical officer.
  • Carry out quality control functions/ activities, in collaboration with the cluster team, including quality control inspections schedules and the collection of quality control records; ensure the availability of high-quality documentation.

ASSISTANT TECHNICAL OFFICER-PSM & LOGISTICS:will work with the Technical Officer-PSL to provide technical assistance and capacity building to IAs and Partners and to AHNI to strengthen national/state systems for procurement and supply chain management of health commodities. Ensure that all distribution documentation for health commodities in AHNi, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant. Assist in providing technical coordination in product selection, quality assurance, receipt of commodities and efficient storage and distribution systems. Work with the Technical Officer-PSL in developing, maintaining and improving a logistics management information system and an electronic inventory control system for tracking commodities as well as facilitate data entries into the district health information system. HIV/AIDS.

Minimum Recruitment Standard:

  • B-Pharm, BS/BA in Logistics, Pharmacy, Microbiology, Biochemistry, or any relevant field with 3 to 5 years post-national youth service experience in managing a PSM cycle (including rational health commodities selection, forecasting /quantification).
  • 1-year progressive experience in supporting Health Systems Strengthening activities (such as health financing, human resource for health and or other related areas) is required
  • Or MPH MBBS/MD or MLS in relevant fields with at least 2 years post-national youth service experience in managing a PSM cycle (including rational health commodities selection, forecasting /quantification.

ASSISTANT TECHNICAL OFFICER-PMTCT & PEDIATRICS: will be responsible for providing technical support to all HIV-related prevention, care and treatment activities for children, adolescents, pregnant and breastfeeding women. S/he will support interventions related to integrated services for triple elimination of HIV, Hepatitis and Syphilis among pregnant women, retention and early infant diagnosis. The successful candidate will provide technical support to ensure facilities provide integrated and holistic PMTCT and Pediatrics care and treatment, provide support for quality pediatric HIV care including diagnosis and management of Opportunistic Infections, ARV Optimization, and monitoring children on ART for drug resistance. SENIOR FINANCE OFFICER: will be responsible for accounting and finance operations for the state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles. The SFO will vouch all payment request from staff and vendors to ensure completeness of documentation and correctness of payment amount, review and process payment request on the online payment portal, review program memo to ensure that activity work plans agree with approved budget and maintain accounting files, tracking and following up on outstanding advances and ensure timely reconciliation. S/He will also review monthly financial report to ensure accuracy and completeness in transaction classification and posting, use the Budget Expenditure tracker to monitor actual expenditure against standard amounts, identify cost savings and work with state program team in processing approval for reprogramming. The SFO will supervise and review all procurement activities to ensure they are conduct in line with the organization policy guidelines and international best practices and supervise the activities of the finance personnel at the state level.             

Minimum Recruitment Standard:

  • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 5 – 7 years relevant experience.
  • Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years relevant experience
  • Minimum of 3 years supervisory experience in office management and administration.
  • CPA, ACA, ICAN, CIMA, CFE or any other relevant professional qualification is required.
  • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is an advantage.

COMMUNICATIONS SPECIALIST: The Communications Specialist will support the ‘Accelerating Control of the HIV Epidemic in Nigeria project (ACE – 1) project by managing all internal and external communications of the project and representing the project to external audiences. H/She should possess exceptional public speaking and writing skills. H/She is expected to be a strategic thinker with meticulous attention to detail, working well under pressure, and meeting deadlines. H/She should be able to write, compile publications, plan events and prepare advocacy briefs. H/She will be responsible for developing quality and visually appealing presentations, content management for AHNi website and Social Media channels, communication materials through graphic design and web optimization solutions. The successful candidate must possess excellent organizational skills and ability to work with people from diverse backgrounds and experiences.

Responsibilities:

  • Support the development and implementation of internal and external communications strategies for the organization.
  • Support maintenance of social media platforms, databases, and knowledge management systems
  • Provide support towards content development for AHNi ACE – 1. Assist in the production of day-to-day content across all AHNi’s communications platforms, focusing on newsletter and digital content, website articles, blogs, press releases and updates and content for social media.
  • In coordination with all AHNi projects, develop regular communication material highlighting ACE - 1 activities and achievements and/or engagements.

Knowledge, Skills and Abilities:

Grant to Implement HIV Prevention, Care and Treatment Activities for Adolescent and Young Persons (AYP) / Adolescent Girls and Young Women (AGYW) in Anambra State of Nigeria

  1. Background

Achieving Health Nigeria Initiative (AHNi) is a local non-governmental organization incorporated in Nigeria in 2009 with its headquarters in Nigeria’s Federal Capital Territory, Abuja. It was established with a mission to promote socioeconomic development by supporting a broad range of global health intervention including, education, research, and economic initiatives in Nigeria.

The Government of Nigeria (GoN) has received funds for Global Fund Grant Cycle 7 (GC-7) called the Global Fund Nigeria TB/HIV Reach and Impact Project (N-THRIP) with the Institute for Human Virology (IHVN) selected as one of the HIV Principal Recipient (PR) of the funds. AHNI was selected as one of the Sub-Recipient (SR) of these funds and will continue to implement an end-to-end treatment and KP program in Anambra State.

Through the N-THRIP project, GF has committed funding to support Adolescent Girls and Young Women (AGYW) HIV prevention and expand programming for this vulnerable population in Anambra State, Nigeria. The goal of N-THRIP Key and vulnerable program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for these critical drivers of the HIV infection in Nigeria.

The Project works with local, trusted, and competent community-based organizations (CBOs) to scale-up differentiated HIV/AIDS prevention, care, and treatment services. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for AGYW while supporting greater involvement of AGYW-led and AGYW-friendly local organizations at the community and state level.

This announcement is a call for Expressions of Interest (EOI) for Nigerian Community based organizations (CBOs) to join the N-THRIP project in providing tailored HIV prevention services and programming for AGYW for about three-year period beginning April 1, 2024 to October 31, 2026. Through this competitive process, AHNI intends to select and provide funding and technical assistance to Community Based Organizations which meet the required qualifications to provide services for AYP/AGYW.

  1. Scope

Goal and Objectives

Goal: To reduce the HIV risk and lower the HIV incidence among adolescent girls and young women aged 10-24 years.

The objectives of engaging the Community based Organizations are:

  1. To provide comprehensive community-based HIV prevention Service Package for AYP and AGYW in Anambra State in line with GON Prevention guidelines.
  2. To provide enabling environment for AGYW Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination.

Other objectives:

  1. To affect risk reduction, behavioral change, and empowerment for AGYW.
  2. To decrease HIV incidence among AGYW.
  3. To decrease teenage pregnancy among AGYW.
  4. To increase retention in school among AGYW aged 10-24 years.
  5. To increase economic opportunities among AGYW aged 10-24 years.
  6. To reduce gender-based violence (GBV).
  7. To target male sexual partners with substantial HIV risk with prevention services.
  8. To link HIV positive AGYW found to facilities that provide adolescent-friendly care and treatment services.
  1. Roles and Responsibilities / Scope of Work
  2. Human Resource

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer, and M&E officer), and community adhoc staff to support service delivery (case managers, community facilitators, outreach workers)

  • AYP-AGYW CBO Activity Summary:
  • Conduct periodic micro size estimation (AYP/AGYW) to map and identify AYP/AGYW hotspots and Implement evidence based comprehensive programs to increase HIV prevention and case finding among them.
  • Supervise and mentor AYP/AGYW Champion in the provision of HIV Testing Services and secondary and tertiary school HIV outreaches.
  • Implement AYP/AGYW programmes in line with the national prevention strategy.
  • Stakeholder engagement process: to identify and collaborate with community stakeholders, influencers, and opinion leaders to advocate for support and ownership of the community intervention.
  • Coordinate Interpersonal Communication (IPC) Outreaches.
  • Promote, provide, and distribute male and female condoms and lubricants.
  • Conduct monthly review meetings at community level for AYP/AGYW Champions, to provide updates on outreaches conducted and map out plans for the following month.
  • Mobilize and conduct targeted Mobile HIV Testing Services focusing on vulnerable Population.
  • Carry out immediate accompanied linkage and referral to prevention as well as treatment for HIV, STI, TB and other services to AYP/AGYW friendly facilities and Community teams.
  • Conduct Adherence Counselling and Partner Notification Services for AYP/AGYW.
  • Liaise with State Gender and Human Rights Response Teams to tackle cases of Human Rights Violations against AYPs/AGYWs.
  • Collaborate and engage with SACA, SMOH, ministry of Education, ministry of women affairs, ministry of youths, LACA and other State actors periodically towards serving the overall interest of the AGYW in the state of implementation.
  • Mobilize eligible AYP/AGYW to access PrEP in the community as well as referral to established sites in Anambra State using set criteria.
  • Work with treatment facilities and establishments (Adolescent Friendly facilities, Community ART team(cART), One Stop Shops, etc) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for identified HIV positive AYP/AGYW through accompanied referral and monitor adherence.
  • Provide referral for PMTCT services and other services as may be required.
  • Conduct interventions for Adolescents and Young People (AYP):
  • Conduct AYP interventions in facilities by AHNI, community interventions by CBO with Technical Assistant from AHNI.
  • Implement Minimum prevention packages and HIV testing.
  • Provision of HIV Testing and prevention Services for in- and Out of school youth.
  • Organize and conduct Out of school group discussions on safe sex practices.
  • Promote Risk Reduction sessions.
  • Conduct Stakeholder meetings and engagement.
  • Interventions for Orphans and Vulnerable Population (OVP)
  • School empowerment for indigent Children/Adolescent Living with HIV (C/ALHIV)
  • Vocational Skill Training for indigent caregivers of C/ALHIV
  • Community Systems strengthening and Monitoring.
  • Provide support to Community teams, Case Managers, AYP/AGYW Champions to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to AYP/AGYW community members and participate in engagement with relevant stakeholders.
  • Provide community-based HIV services and referrals for AGYW and their male partners.
  • Work Adolescent and Young Persons group in the state to effectively deliver on the objectives.

 Anticipated Period of Performance

The anticipated period of performance for N-THRIP grant is from April 1, 2024, to October 31, 2026.

IV. Eligibility Criteria & Selection

To respond to this EOI, an AGYW organization must meet all the following minimum eligibility criteria:

  • Must be locally registered as an NGO in Nigeria, whether faith-based, community-based or a national NGO.
  • Must have demonstrated experience in implementing services (biomedical, behavioral, and/or structural interventions related to HIV) among AYP/AGYW group.
  • Must have current presence/activities in Anambra State.
  • Must register and/or show identification with the State Agency for the Control of AIDS (SACA).
  • Must disclose any conflict of interest: The applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
  • Applications will undergo a preliminary review for completeness and responsiveness. Incomplete applications, applications judged to be unresponsive to the EOI, and applications submitted after the due date and time will be considered ineligible and will NOT be considered for an award.
  • Any organization that does not meet these minimum eligibility criteria will not be considered.

Note: Interested AYP/AGYW NGOs may express their interest as a single NGO or as a “consortium.” Consortiums should select partners to complement the organizational strengths in providing a comprehensive cascade of HIV services to AGYW in Anambra. Consortiums are when NGOs and/or community-based organizations (CBOs) team up with other organizations based on their areas of collective strength. If other NGOs are being brought into the consortium, then the strengths of each consortium member need to be detailed in the application. The lead for the consortium should be the lead applicant and as such will assume the overall financial and technical responsibility for any funds received as well as all risk for the funds that are sub-granted to other NGOs in the consortium.

V. Application Instructions

Applications should be no longer than 7 pages, excluding the budget and appendices, and include the following information:

 A. Organizational Background (2 pages maximum)

The applicant should briefly detail the following information in the organizational background section. This information can be presented in a table format if needed.

  • Name of the organization.
  • Contact person and full address (physical, postal, telephone and email).
  • Type of organization (NGO, CBO, or faith-based organization). Indicate if it is a membership organization.
  • Current geographical coverage (states, local government areas, wards, communities/hotspots).
  • Organizational vision, mission, goal, and objectives.
  • A list of current and recently completed HIV/AIDS projects. Please include for each project the technical and geographic areas of focus, the groups served, and numbers reached. Please emphasize any work that you have done related to AYP/AGYW; HIV/AIDS prevention, care, and treatment activities; human rights; stigma and discrimination; increasing health service access; gender; and gender-based violence.
  • Sources and funding levels for the last three years. Indicate if the sources are private/foundation or government (Global Fund, US, Nigeria, other).
  • Organizational structure and staffing/membership level.

If applying as a consortium, this information should be provided for the lead applicant/lead consortium member (clearly indicated) as well as each additional member organization in the consortium.

Technical Proposal (5 pages maximum)

Applicants should detail the following in the technical proposal:

  •  Technical Approach and Key Activities:

In this section applicants should describe in further detail the specific activities which they will conduct and the proposed approaches to ensure their success for the period of April 1, 2024, to October 31, 2026. Please take note of the following when developing this section:

  • While all approaches and activities proposed should fall within the parameters of the AHNI project objectives, applicants are encouraged to propose additional activities and innovative strategies not specifically mentioned in this Call for EOIs which may also address the objectives.
  • Applicants are not expected to address every activity under each objective in the SOW. Rather, applicants should focus on those activities and approaches which are most appropriate or applicable considering their current reach, mission, and capacity.
  • Applicants are expected to implement in Anambra states.
  • Applicants are to reach AGYW and their male partners by this program.
  • During the EOI process, AHNi will be responsible for coordinating between applicants to ensure that all the key activities, AYP/AGYW and geographies are covered.
  • Applicants should organize this section as follows:
  • Describe the AYP/AGYW the CBO intends to target.
  • Describe the overall technical approach to conducting activities, including what strategies the Applicant will utilize to ensure success. Where applicable, clearly indicate how strategies will differ based on the population or geographic region.
  •  List and describe activities according to the objectives. (Keep in mind applicants are not required to address both objectives and all activities within a specific objective. Applicants are free to target focus on a sub-set of activities.)

Applicants should include the following in this section:

  • A description of the management structure that will ensure the successful implementation of the project.
  • Detail on how the applicant can rapidly start-up and launch their proposed activities.
  • A description of the staffing structure that will support these activities, including the specific duties for each staff.
  • Please include the CVs for senior technical staff who will work on this project as annex.
  • Monitoring and Evaluation Plan

Applicants should include the following in this section:

  • A description of how the applicant’s monitoring and evaluation (M&E) system will respond to the technical approach.
  • A description of how the applicant will use M&E data for continual project improvement.
  • Information on the applicant’s current capacity to collect and analyze data; and monitor and evaluate project performance.
  • A list of tools that are currently used for M&E.
  • Illustrative Budget (no page limit)

Applicants should prepare and submit a proposed budget in accordance with their proposed interventions for the period of April 1, 2024 to October 31, 2026.

The following annexes should be submitted with the application:

1. CVs for senior staff who will work on the project.

2. Certificate of Registration or Incorporation Papers

3. Audited Financial Statements, if available (if no recent audit has been conducted, a revenue and expense statement and balance sheet for previous financial year must be attached)

VII. Application Submission Process and Timeline

Questions on this Call for EOIs may be submitted to GF_Advert@ahnigeria.org by 5 pm Eastern Standard Time (EST) by March 1, 2024. AHNI will respond by March 5, 2024.

Completed application packages are due to AHNi by 5:00 pm EST on March 13, 2024. Applications must be submitted by email to GF_Advert@ahnigeria.org  to be considered. Microsoft Word, Excel (for the budget) and Adobe Acrobat (PDF) files are all acceptable. Please do not include attachments over 15 MB.

In the subject line of the email, please indicate AHNi EOI – [insert name of your organization or consortium]”. Only one application may be submitted per organization or consortium.

Following the EOI review process AHNi may contact applicants with questions to clarify aspects of their applications.

DISCLAIMERS

  1. Applicants will not be reimbursed for the cost incurred in preparation and submission of an application. All preparation and submission costs are at the applicant’s expense.
    1. AHNi may cancel EOI and not award.
    1. AHNi may reject any or all responses received.
    1. Issuance of EOI does not constitute award commitment by AHNi.
    1. AHNi reserves the right to disqualify any offer based on applicant’s failure to follow EOI instructions.
    1. AHNi will not reimburse applicants for costs incurred in preparation and submission of an application.
    1. AHNi reserves the right to independently negotiate with any applicant, or to issue award based on initial evaluation of offers without further discussion.
    1. AHNi may choose to award only part of the activities in the EOI, or issue multiple awards based on the solicitation activities.
    1. AHNi reserves the right to check an applicant’s donor references; and
    1. AHNi reserves the right to waive minor application deficiencies that can be corrected prior to award determination to promote competition.

CALL FOR EXPRESSIONS OF INTEREST NOT AN OFFER

This call for EOI represents only a definition of requirements. It is merely an invitation for submission of applications and does not legally obligate AHNi to accept any of the submitted applications in whole or in part, nor is AHNi obligated to select the lowest priced application. AHNi has no contractual obligations with any applicants based upon issuance of this call for EOI. It is not an offer to contract. Only the execution of a written award shall obligate AHNi, in accordance with the terms and conditions contained in such award.

DISCUSSIONS AND AWARD

AHNi reserves the right to seek clarifications, enter discussions or negotiations, or to make award on initial submissions without discussions or negotiations of any kind. AHNi reserves the right to exclude any applicant from further consideration at any time, including after discussions or negotiations have been entered.

FALSE STATEMENTS IN OFFER

Applicants must provide full, accurate and complete information as required by this call for EOI and its attachments. At any time that AHNi determines that an applicant has provided false statements in the EOI, AHNi may reject the EOI without further consideration. The English language version of this call for EOI and any resulting award shall govern, and all notices pursuant to the provisions of this call for EOI and any resulting award shall be in English.

OFFER VERIFICATION

AHNi may contact applicants to confirm contact person, address, bid amount and to confirm that the bid was submitted for this call for EOI.

RESERVED RIGHTS

• All call for EOI responses become the property of AHNi reserves the right in its sole discretion to disqualify any offer based on applicant failure to follow solicitation instructions

• AHNi reserves the right to waive any deviations by applicants from the requirements of this call for EOI that in AHNi opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition

• Extend the time for submission of all call for EOI responses after notification to all applicants

• Terminate or modify the call for EOI process at any time and re-issue the call for EOI to whomever AHNi deems appropriate

• AHNi reserves the right to issue an award based on the initial evaluation of offers without discussion

• Award only part of the activities in the call for EOI or issue multiple awards based on call for EOI activities.

• AHNi reserves the right to request audited financial statements from the selected applicant(s).

• At the conclusion of the evaluation process, any selected organization will be required to complete a Financial Pre-Award Assessment in order for AHNi to ascertain that the organization has the capacity to perform successfully under the terms and conditions of the proposed grant. As part of the Pre-Award Assessment process the firm will also be requested to submit their incorporated papers, certificate of registration and/or Tax ID number (TIN), audit reports and/or financial statements. Applicants may be asked to submit additional documentation to illustrate that the organization has the financial capacity to implement the grant. Site visits may be conducted by AHNi staff to evaluate the organization in these areas.

CERTIFICATION OF INDEPENDENT PRICE DETERMINATION

(a) The applicant certifies that--

1) The prices in this EOI have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement with any other applicant, including but not limited to subsidiaries or other entities in which applicant has any ownership or other interests, or any competitor relating to (i) those prices, (ii) the intention to submit an offer, or (iii) the methods or factors used to calculate the prices offered; 2) The prices in this application have not been and will not be knowingly disclosed by the applicant, directly or indirectly, to any other applicant, including but not limited to subsidiaries or other entities in which applicant has any ownership or other interests, or any competitor before bid opening (in the case of a sealed bid solicitation) or contract award (in the case of a negotiated or competitive call for EOI) unless otherwise required by law; and

3) No attempt has been made or will be made by the applicant to induce any other concern or individual to submit or not to apply for the purpose of restricting competition or influencing the competitive environment.

(b) Each signature on the application (if any) is a certification by the signatory that the signatory--

1)   Is the person in the applicant's organization responsible for determining the prices being offered in this application, and that the signatory has not participated and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above; or

2)      Has been authorized, in writing, to act as agent for the principals of the applicant in certifying that those principals have not participated and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above.

3)     As an authorized agent, does certify that the principals of the applicant have not participated, and will not participate, in any action contrary to subparagraphs (a)(1) through (a)(3) above.

4)   As an agent, has not personally participated, and will not participate, in any action contrary to subparagraphs (a)(1) through (a)(3) above.

(c)   Applicant understands and agrees that:

1) violation of this certification will result in immediate disqualification from this call for EOI without recourse and may result in disqualification from future solicitations; and

2) discovery of any violation after award to the applicant will result in the termination of the award for default.

CALL FOR EXPRESSION OF INTEREST FIRM GUARANTEE

All information submitted in connection with this call for EOI will be valid for three (3) months from the call for EOI due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded a grant, all information in the call for EOI and negotiation process is contractually binding.

WITHDRAWALS OF EXPRESSIONS OF INTERESTS

Applicants may withdraw EOIs by written notice via email received at any time before award. EOIs may be withdrawn in person by an applicant or his/her authorized representative if the representative’s identity is made known and the representative signs a receipt for the proposal before award.
