To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following positions:

ASSISTANT TECHNICAL OFFICER-HEALTH INFORMATICS: The position holder will be engaged to ensure the optimization and full functionality of all supported databases (LAMIS inclusive) across all ACE supported facilities while also coordinating all Health Informatics related activities in the State. S/He will provide technical assistance for the design and content development for electronic information systems (LAMIS, DHIS, GIS and any other AHNi package) used for M&E operations. This function will include assisting the software programming team in developing actual logic statements for the coding of M&E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures. Minimum Recruitment Standards:

  • Bachelor’s degree in Mathematics, Physics, Chemistry, Computer Science or other relevant field with 2-4 years’ experience in software development, DHIS 2 configuration. Deployment skills will be an added advantage
  • MB.BS/MPH/MSc or similar degree in Public Health, Epidemiology, General Statistics or Biostatistics, Health Informatics and/or Management or M&E with 1 to 2 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

TECHNICAL OFFICER-DATABASE: will be responsible for the day-to-day operations of data processing. S/he is responsible for the planning, maintenance and development of the project’s databases and Geographical information system (GIS). Other responsibilities include, the design and creation of spatial products, including maps, digital data, reports and statistics. S/he will administer and maintain the project’s DBMS, monitor and optimize the DBMS and coordinate data management issues (e.g., deletion of records, query management, Internet reports) within the data users’ group. Run checks to ensure the security and confidentiality of the AHNI/Nigeria identifiable health data. Monitor research staff’s compliance with confidentiality policies to assure that security standards are met and advice on the acquisition of the appropriate Database Management Systems as needed.

Minimum Recruitment Standards:

  • MS/MA Geographic Information Systems, Engineering, Information Technology, Computer Science or its recognized equivalent, and 4 – 6 years post-national youth service relevant experience.
  • BS/BA degree in Engineering, Information Technology, Computer Science or its recognized equivalent with 5 – 7 years post-national youth service relevant experience.
  • Strong background in geospatial and health information systems (GIS) and/or database management is required.

SYSTEMS ENHANCEMENT ACCOUNTANT: will be responsible for continuous improvement of financial systems and compliance levels at the Project Head and State Offices. Identify potential areas of compliance vulnerability and risk; prioritizes areas to be addressed, then, working with staff on the ground, develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future. Ensure compliance issues/concerns within the organization are being appropriately evaluated and resolved. Institute and maintain an effective compliance communication program for the project, including promoting (a) use of the Feedback Finance hotline; (b) heightened awareness of SOPs and (c) understanding of new and existing compliance issues and related policies and procedures. Provide continued orientation to the State Finance and Administrative staff on how to support facilities to compile and submit monthly fund requests and prepare consolidated fund requests for the whole state (covering all Health facilities and Sub awards).

Minimum Recruitment Standard:

  • MSc. in Accounting, Finance and Business Administration or its recognized equivalent with 5 – 7 years relevant experience
  • Experience in accounting and accounting principles sufficient to prepare complex and detailed financial and budgetary analyses
  • Experience in financial reporting, and financial management systems applications.

PROGRAM OFFICER: The Program Officer will provide support in program planning, design, review and the monitoring of AHNI/GF project implementation at the field level. Minimum Recruitment Standard:

  • Bachelor’s degree in Public Health, Business Administration, Sciences, Health Sciences or behavioral sciences
  • 5-7 years working experience in development & humanitarian programs at the community level with at least 3-5 years’ experience with HIV/AIDS program planning and implementation working with public and NGO sectors required.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
  • Excellent written and oral communication skills, especially in terms of reporting.

TECHNICAL OFFICER PMTCT, PREP & CACX: will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the state level. S/He will coordinate the effective implementation of Cervical Cancer Prevention Program in the State, increase the awareness of CA CX to high-risk individuals in the Facility and community. Provide strategic direction, technical oversight, and ensure appropriate support for the development and implementation of program activities in Cervical Cancer prevention. S/He will support the planning, coordination and supervision of cervical cancer screening activities in ACE-supported facilities; support training facilitation of health care providers on cervical cancer prevention program and PrEP and build the capacity of the health facility staff and service providers in documentation, data collection and analysis.

SENIOR ACCOUNTANT: Will be responsible for accounting and finance and overall operational administration for the PR Office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles. S/He will provide main support with operational problem resolution on HQ Office cash accounts, bank resolutions, finance systems, resolution of audited questioned costs, and financial close outs at the state level. Grant to Implement HIV Prevention, Care and Treatment Activities for Adolescent Girls and Young Women, AGYW in Anambra State of Nigeria

  1. Background

National Aligned HIV/AIDS Initiative (NAHI) is a three-year, FHI360 project Funded by the Global Fund, GF, with a period of performance from January 2021 to December,2023. NAHI Project is led by FHI 360 with 4 sub-recipients: Achieving Health Nigeria Initiative (AHNI), Society for Family Health (SFH), Excellence Community Education Welfare Scheme (ECEWS) and Network of People Living with HIV/AIDS Nigeria, (NEPHWAN).

Through the NAHI project, GF has committed funding to support Adolescent Girls and Young Women (AGYW) HIV prevention and expand programming for this vulnerable population in three States (Abia, Anambra, and Taraba) in Nigeria. The goal of NAHI Key and vulnerable program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for these critical drivers of the HIV infection in Nigeria.

The Project works with local, trusted, and competent community-based organizations (CBOs) to contribute to FHI360’s scale-up of differentiated HIV/AIDS prevention, care, and treatment services. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for AGYW while supporting greater involvement of AGYW-led and AGYW-focused local organizations at the community and national level. FHI360 will work closely with Global Fund, Country Coordinating Mechanism, (CCM), National Agency for the Control of AIDS (NACA,) Sub-recipients and AGYW-focused local organizations to introduce new strategies that address barriers for AGYW accessing these services.

This announcement is a call for expressions of interest (EOI) for Nigerian Community based organizations (CBOs) to join the NAHI project in providing tailored HIV prevention services and programming for AGYW for up to an eleven-month period beginning February 2022. Through this competitive process, FHI360/AHNI intends to select and provide funding and technical assistance to Nigerian Community Based Organizations which meets the required qualifications.

  1. Scope

Goal and Objectives

The objectives of engaging the Community based Organizations are:

  1. To provide comprehensive community-based HIV prevention Service Package for AGYW in Anambra State in line with GON Prevention guidelines.
  2. To provide enabling environment for AGYW Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination
  1. Roles and Responsibilities / Scope of Work

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer, and M&E officer).

Work with Key ad hoc Staff: AGYW Champions as Counselor, Testers, Peer Educators, social media advocates and Case Managers for provision of HIV Testing and prevention Services for in- and out of school outreaches including use of virtual and social media platforms.

  • AGYW CBO Activity Summary:
  • Conduct periodic micro size estimation (AGYW) to map and identify AGYW hotspots and Implement evidence based comprehensive programs to increase HIV prevention and case finding among them.
  • Supervise and mentor AGYW Champions in the provision of HIV Testing Services and secondary and tertiary school HIV outreaches.
  • Implement AGYW programmes in line with the national prevention strategy.
  • Stakeholder engagement process: to identify and collaborate with community stakeholders, influencers, and opinion leaders to advocate for support and ownership of the community intervention.
  • Coordinate Interpersonal Communication (IPC) Outreaches.
  • Promote, provide, and distribute male and female condoms and lubricants.
  • Conduct monthly review meetings at community level for AGYW Champions, to provide updates on outreaches conducted and map out plans for the following month.
  • Mobilize and conduct targeted Mobile HIV Testing Services focusing on vulnerable Population.
  • Carry out immediate accompanied linkage and referral to prevention as well as treatment for HIV, STI, TB and other services to AGYW friendly facilities and Community teams.
  • Conduct Adherence Counselling and Partner Notification Services for AGYW.
  • Liaise with State Gender and Human Rights Response Teams to tackle cases of Human Rights Violations against AGYWs.
  • Collaborate and engage with SACA, SMOH, ministry of Education, ministry of women affairs, ministry of youths, LACA and other State actors periodically towards serving the overall interest of the AGYW in the state of implementation.
  • Mobilize eligible AGYW to access PrEP in the community as well as referral to established sites in Anambra State using set criteria.
  • Work with treatment facilities and establishments (Adolescent Friendly facilities, Community ART team(cART), One Stop Shops, etc) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for identified HIV positive AGYW through accompanied referral and monitor adherence.
  • Provide referral for PMTCT services and other services as may be required

Community Systems strengthening and Monitoring.

  • Provide support to Community teams, Case Managers, AGYW Champions to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to AGYW community members and participate in engagement with relevant stakeholders.
  • Provide community-based HIV services and referrals for AGYW and their male partners.
  • Work Adolescent and Young Persons group in the state to effectively deliver on the objectives.

 Anticipated Period of Performance

The anticipated period of performance for NAHI grant is from February 1, 2023, to December 31, 2023. 

IV. Eligibility Criteria & Selection

To respond to this EOI, an AGYW organization must meet all the following minimum eligibility criteria:

  • Must be locally registered as an NGO in Nigeria, whether faith-based, community-based or a national NGO.
  • Must have demonstrated experience in implementing services (biomedical, behavioral, and/or structural interventions related to HIV) among AGYW group.
  • Must have current presence including and an office of operation in Anambra State.
  • Must disclose any conflict of interest: The applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.

Any organization that does not meet these minimum eligibility criteria will not be considered.

Applications will undergo a preliminary review for completeness and responsiveness. Incomplete applications, applications judged to be unresponsive to the EOI, and applications submitted after the due date and time will be considered ineligible and will NOT be considered for an award.

Note: Interested AGYW NGOs may express their interest as a single NGO or as a “consortium.” Consortiums should select partners to complement the organizational strengths in providing a comprehensive cascade of HIV services to AGYW in Anambra. Consortiums are when NGOs and/or community-based organizations (CBOs) team up with other organizations based on their areas of collective strength. If other NGOs are being brought into the consortium, then the strengths of each consortium member need to be detailed in the application. The lead for the consortium should be the lead applicant and as such will assume the overall financial and technical responsibility for any funds received as well as all risk for the funds that are sub-granted to other NGOs in the consortium.

V. Application Instructions

Applications should be no longer than 7 pages, excluding the budget and appendices, and include the following information:

 A. Organizational Background (2 pages maximum)

The applicant should briefly detail the following information in the organizational background section. This information can be presented in a table format if needed.

  • Name of the organization.
  • Contact person and full address (physical, postal, telephone and email).
  • Type of organization (NGO, CBO, or faith-based organization). Indicate if it is a membership organization.
  • Current geographical coverage (states, local government areas, wards, communities/hotspots).
  • Organizational vision, mission, goal, and objectives.
  • A list of current and recently completed HIV/AIDS projects. Please include for each project the technical and geographic areas of focus, the groups served, and numbers reached. Please emphasize any work that you have done related to AGYW; HIV/AIDS prevention, care, and treatment activities; human rights; stigma and discrimination; increasing health service access; gender; and gender-based violence.
  • Sources and funding levels for the last three years. Indicate if the sources are private/foundation or government (Global Fund, US, Nigeria, other).
  • Organizational structure and staffing/membership level.

If applying as a consortium, this information should be provided for the lead applicant/lead consortium member (clearly indicated) as well as each additional member organization in the consortium.

Technical Proposal (5 pages maximum)

Applicants should detail the following in the technical proposal:

  •  Technical Approach and Key Activities:

In this section applicants should describe in further detail the specific activities which they will conduct and the proposed approaches to ensure their success for the period of February 1st , 2023 to December 31st , 2023. Please take note of the following when developing this section:

  • While all approaches and activities proposed should fall within the parameters of the AHNI project objectives, applicants are encouraged to propose additional activities and innovative strategies not specifically mentioned in this Call for EOIs which may also address the objectives.
  • Applicants are not expected to address every activity under each objective in the SOW. Rather, applicants should focus on those activities and approaches which are most appropriate or applicable considering their current reach, mission, and capacity.
  • Applicants are expected to implement in Anambra states.
  • Applicants are to reach AGYW and their male partners by this program.
  • During the EOI process, AHNi will be responsible for coordinating between applicants to ensure that all the key activities, AGYW and geographies are covered.
  • Applicants should organize this section as follows:
  • Describe the AGYW the CBO intends to target.
  • Describe the overall technical approach to conducting activities, including what strategies the Applicant will utilize to ensure success. Where applicable, clearly indicate how strategies will differ based on the population or geographic region.
  •  List and describe activities according to the objectives. (Keep in mind applicants are not required to address both objectives and all activities within a specific objective. Applicants are free to target focus on a sub-set of activities.)
  •  List key stakeholders and service providers that the Applicant might collaborate with when conducting the activities (e.g., SACAs, clinics etc.).
  •  Provide the timeline for when each activity will be implemented.
  • Applicants are free to present the information above in narrative or table format.
  • Management Approach and Institutional Capabilities

Applicants should include the following in this section:

  • A description of the management structure that will ensure the successful implementation of the project.
  • Detail on how the applicant can rapidly start-up and launch their proposed activities.
  • A description of the staffing structure that will support these activities, including the specific duties for each staff.
  • Please include the CVs for senior technical staff who will work on this project as annex.
  • Monitoring and Evaluation Plan

Applicants should include the following in this section:

  • A description of how the applicant’s monitoring and evaluation (M&E) system will respond to the technical approach.
  • A description of how the applicant will use M&E data for continual project improvement.
  • Information on the applicant’s current capacity to collect and analyze data; and monitor and evaluate project performance.
  • A list of tools that are currently used for M&E.
  • Illustrative Budget (no page limit)

Applicants should prepare and submit a proposed budget in accordance with their proposed interventions for the period of February 1st, 2023 to December 31st, 2023.

 Annexes (no page limit)

The following annexes should be submitted with the application:

1. CVs for senior staff who will work on the project.

2. Certificate of Registration or Incorporation Papers

3. Audited Financial Statements, if available (if no recent audit has been conducted, a revenue and expense statement and balance sheet for previous financial year must be attached)

VII. Application Submission Process and Timeline

Following the EOI review process AHNi may contact applicants with questions to clarify aspects of their applications.

CALL FOR EXPRESSIONS OF INTEREST NOT AN OFFER

This call for EOI represents only a definition of requirements. It is merely an invitation for submission of applications and does not legally obligate AHNi to accept any of the submitted applications in whole or in part, nor is AHNi obligated to select the lowest priced application. AHNi has no contractual obligations with any applicants based upon issuance of this call for EOI. It is not an offer to contract. Only the execution of a written award shall obligate AHNi, in accordance with the terms and conditions contained in such award.

DISCUSSIONS AND AWARD

AHNi reserves the right to seek clarifications, enter discussions or negotiations, or to make award on initial submissions without discussions or negotiations of any kind. AHNi reserves the right to exclude any applicant from further consideration at any time, including after discussions or negotiations have been entered.

FALSE STATEMENTS IN OFFER

Applicants must provide full, accurate and complete information as required by this call for EOI and its attachments. At any time that AHNi determines that an applicant has provided false statements in the EOI, AHNi may reject the EOI without further consideration. The English language version of this call for EOI and any resulting award shall govern, and all notices pursuant to the provisions of this call for EOI and any resulting award shall be in English.

OFFER VERIFICATION

AHNi may contact applicants to confirm contact person, address, bid amount and to confirm that the bid was submitted for this call for EOI.

RESERVED RIGHTS

• All call for EOI responses become the property of AHNi reserves the right in its sole discretion to disqualify any offer based on applicant failure to follow solicitation instructions

• AHNi reserves the right to waive any deviations by applicants from the requirements of this call for EOI that in AHNi opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition

• Extend the time for submission of all call for EOI responses after notification to all applicants

• Terminate or modify the call for EOI process at any time and re-issue the call for EOI to whomever AHNi deems appropriate

• AHNi reserves the right to issue an award based on the initial evaluation of offers without discussion

• Award only part of the activities in the call for EOI or issue multiple awards based on call for EOI activities.

• AHNi reserves the right to request audited financial statements from the selected applicant(s).

• At the conclusion of the evaluation process, any selected organization will be required to complete a Financial Pre-Award Assessment in order for AHNi to ascertain that the organization has the capacity to perform successfully under the terms and conditions of the proposed grant. As part of the Pre-Award Assessment process the firm will also be requested to submit their incorporated papers, certificate of registration and/or Tax ID number (TIN), audit reports and/or financial statements. Applicants may be asked to submit additional documentation to illustrate that the organization has the financial capacity to implement the grant. Site visits may be conducted by AHNi staff to evaluate the organization in these areas.

CERTIFICATION OF INDEPENDENT PRICE DETERMINATION

(a) The applicant certifies that--

1) The prices in this EOI have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement with any other applicant, including but not limited to subsidiaries or other entities in which applicant has any ownership or other interests, or any competitor relating to (i) those prices, (ii) the intention to submit an offer, or (iii) the methods or factors used to calculate the prices offered; 2) The prices in this application have not been and will not be knowingly disclosed by the applicant, directly or indirectly, to any other applicant, including but not limited to subsidiaries or other entities in which applicant has any ownership or other interests, or any competitor before bid opening (in the case of a sealed bid solicitation) or contract award (in the case of a negotiated or competitive call for EOI) unless otherwise required by law; and

2) discovery of any violation after award to the applicant will result in the termination of the award for default.

CALL FOR EXPRESSION OF INTEREST FIRM GUARANTEE

All information submitted in connection with this call for EOI will be valid for three (3) months from the call for EOI due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded a grant, all information in the call for EOI and negotiation process is contractually binding.

WITHDRAWALS OF EXPRESSIONS OF INTERESTS

Applicants may withdraw EOIs by written notice via email received at any time before award. EOIs may be withdrawn in person by an applicant or his/her authorized representative if the representative’s identity is made known and the representative signs a receipt for the proposal before award.

In consultation with the Admin Manager/SFAO/SPO, he/she will ensure that safety features are installed in all AHNi premises, conduct safety and security trainings to all new staff before deployment to filed locations. Also, the Security Officer will analyze staff security and safety needs and share with line managers through the State Team Lead, develop a catalogue of mandatory trainings that staff should undertake & conduct brief security briefs before deployment to deep field locations, ensure close coordination of AHNi security protocols with other actors in the operation areas and keep monitoring for any actions that may elevate our security risk for immediate remedy.

Minimum Recruitment Standard:

  • B.Sc. or HND in any relevant discipline; including Psychology, security & Safety, etc., with 3 to 5 years post-NYSC experience in Security & Safety Management.
  • Possession of a post graduate degree in a related field is an added advantage. 
  • Sound report-writing skills, activity budgeting and activity tracking with set timelines.
  • Proficiency in Security and Safety management, incident reporting, training facilitation, security briefing, etc.
  • Ability to multitask and set priorities to deliver on urgent tasks.
  • Ability to work independently with initiative to manage high volume workflow.
  • Familiarity with Nigerian public sector health system and NGOs is required.

AHNi currently has its headquarters in Abuja, Nigeria. To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following positions:

SENIOR TECHNICAL OFFICER – MERL This position is responsible for the design and implementation of monitoring and evaluation strategies for the state office, ensuring that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality. S/he will provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served, build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs and provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups. Participate in project assessments, evaluations and design teams, document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines. Also, S/he will represent AHNI and make presentations at professional meetings and conferences related to Monitoring and Evaluation research, remain informed on current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature, be alert to any implication of such research for project and program activities and help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions. Assist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the state office responsible for data entry and management and provide technical assistance to M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP and NMCP/SMCP in integrating AHNI data into the national HMIS.

Minimum Recruitment Standards:

  • MB.BS/MD/PHD or similar degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Or MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
