To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

ASSISTANT TECHNICAL OFFICER-PSM & LOGISTICS:will work with the Technical Officer-PSL to provide technical assistance and capacity building to IAs and Partners and to AHNI to strengthen national/state systems for procurement and supply chain management of health commodities. Ensure that all distribution documentation for health commodities in AHNi, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant. Assist in providing technical coordination in product selection, quality assurance, receipt of commodities and efficient storage and distribution systems. Work with the Technical Officer-PSL in developing, maintaining and improving a logistics management information system and an electronic inventory control system for tracking commodities as well as facilitate data entries into the district health information system. HIV/AIDS.

Minimum Recruitment Standard:

  • B-Pharm, BS/BA in Logistics, Pharmacy, Microbiology, Biochemistry, or any relevant field with 3 to 5 years post-national youth service experience in managing a PSM cycle (including rational health commodities selection, forecasting /quantification).
  • 1-year progressive experience in supporting Health Systems Strengthening activities (such as health financing, human resource for health and or other related areas) is required
  • Or MPH MBBS/MD or MLS in relevant fields with at least 2 years post-national youth service experience in managing a PSM cycle (including rational health commodities selection, forecasting /quantification.

ASSISTANT TECHNICAL OFFICER-PMTCT & PEDIATRICS: will be responsible for providing technical support to all HIV-related prevention, care and treatment activities for children, adolescents, pregnant and breastfeeding women. S/he will support interventions related to integrated services for triple elimination of HIV, Hepatitis and Syphilis among pregnant women, retention and early infant diagnosis. The successful candidate will provide technical support to ensure facilities provide integrated and holistic PMTCT and Pediatrics care and treatment, provide support for quality pediatric HIV care including diagnosis and management of Opportunistic Infections, ARV Optimization, and monitoring children on ART for drug resistance. The ATO will also coordinate facility and community level strategies to ensure tracking mother baby pairs, and adherence and retention activities for children on ART and provide technical support in viral load testing, monitoring and coverage for children on ART as well as pregnant and breastfeeding women.

Minimum Recruitment Standard:

  • Medical Degree (MD, MBBS, Nursing, Public Health), with 2-3 years of proven experience in implementation of PMTCT programs.
  • Master of Public Health (MPH) is an added advantage.
  • Experience in providing mentorship and training.
  • Self-motivated and demonstrated success in building effective programs in resource-limited settings.
  • Extensive clinical experience in care of HIV infected adults, pregnant and breastfeeding women in resource limited settings.

SENIOR FINANCE OFFICER: will be responsible for accounting and finance operations for the state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles. The SFO will vouch all payment request from staff and vendors to ensure completeness of documentation and correctness of payment amount, review and process payment request on the online payment portal, review program memo to ensure that activity work plans agree with approved budget and maintain accounting files, tracking and following up on outstanding advances and ensure timely reconciliation. S/He will also review monthly financial report to ensure accuracy and completeness in transaction classification and posting, use the Budget Expenditure tracker to monitor actual expenditure against standard amounts, identify cost savings and work with state program team in processing approval for reprogramming. The SFO will supervise and review all procurement activities to ensure they are conduct in line with the organization policy guidelines and international best practices and supervise the activities of the finance personnel at the state level.             

Minimum Recruitment Standard:

  • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 5 – 7 years relevant experience.
  • Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years relevant experience
  • Minimum of 3 years supervisory experience in office management and administration.
  • CPA, ACA, ICAN, CIMA, CFE or any other relevant professional qualification is required.
  • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is an advantage.

COMMUNICATIONS SPECIALIST: The Communications Specialist will support the ‘Accelerating Control of the HIV Epidemic in Nigeria project (ACE – 1) project by managing all internal and external communications of the project and representing the project to external audiences. H/She should possess exceptional public speaking and writing skills. H/She is expected to be a strategic thinker with meticulous attention to detail, working well under pressure, and meeting deadlines. H/She should be able to write, compile publications, plan events and prepare advocacy briefs. H/She will be responsible for developing quality and visually appealing presentations, content management for AHNi website and Social Media channels, communication materials through graphic design and web optimization solutions. The successful candidate must possess excellent organizational skills and ability to work with people from diverse backgrounds and experiences.

Responsibilities:

  • Support the development and implementation of internal and external communications strategies for the organization.
  • Support maintenance of social media platforms, databases, and knowledge management systems
  • Provide support towards content development for AHNi ACE – 1. Assist in the production of day-to-day content across all AHNi’s communications platforms, focusing on newsletter and digital content, website articles, blogs, press releases and updates and content for social media.
  • In coordination with all AHNi projects, develop regular communication material highlighting ACE - 1 activities and achievements and/or engagements.
  • Assist in rolling out media events such as press conferences/media briefings, external interviews with media houses, campaigns, etc.
  • Draft, translate and disseminate media products (media advisories, press releases, brief notes, etc.).
  • Development of communication materials for marketing and awareness-raising campaigns, including briefing materials and press releases in coordination with the ACE – 1 project management team and AHNi Senior leadership.
  • Review of reference materials, identification of reference materials for retention. Maintenance of information database and photo library.
  • Take part in communication activities including information campaigns where applicable (World AIDS Day, etc.)
  • In collaboration with other Program team, assist in identifying and drafting success stories and compiling lessons learnt.
  • Assist in implementing social media strategy and campaign, including content development, dialogue monitoring as well as feedback collection.
  • Updating and maintaining online platforms, support design of content including graphic designs for digital distribution.
  • Content development and design of high-quality Information Education and Communication (IEC) materials, factsheets, and other publications.
  • Deliver creative infographics and technical solutions for print, electronic and animated presentations.

Knowledge, Skills and Abilities:

  • Knowledge of and experience with strategic communication on HIV prevention, care and treatment.
  • Brand management and ability to create new ideas, products, including creative contributions.
  • Exceptional creative and adaptive writing skills that cuts across writing and review of program reports, success stories, advocacy briefs and preparation of scene setters.
  • Design and graphics skill and ability to represent program results with graphics, messaging to diverse audiences, identification of the best suited communication channels based on target audience, and dissemination techniques and methods.
  • Ability to work in a team under tight deadlines in a dynamic and fast-paced work environment.
  • Very good mastery of English. Ability to understand and communicate in Hausa, Kanuri and Fulfulde will be an added advantage.
  • Proficient in the use of computer applications related to the tasks.
  • Highly proficient in Adobe Illustrator.
  • Experience working with local NGOs, INGOs and government bodies would be an advantage.
  • Ability to pay meticulous attention to detail.

Minimum Recruitment Standard:

  • Minimum of BA/MA/MSc in Communications, or Business Computing, with Public Health Bias.
  • Minimum of 4 years’ experience working in a similar role with a local or International Organization.
  • Industry’s certification and membership.

  • MB.BS/MD or similar degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of HTS, PMTCT, anti-retroviral therapy (ART), TB HIV collaboration, care and support in resource constrained settings.

Grant to Implement HIV Prevention, Care and Treatment Activities for Adolescent and Young Persons (AYP) / Adolescent Girls and Young Women (AGYW) in Anambra State of Nigeria

  1. Background

Achieving Health Nigeria Initiative (AHNi) is a local non-governmental organization incorporated in Nigeria in 2009 with its headquarters in Nigeria’s Federal Capital Territory, Abuja. It was established with a mission to promote socioeconomic development by supporting a broad range of global health intervention including, education, research, and economic initiatives in Nigeria.

The Government of Nigeria (GoN) has received funds for Global Fund Grant Cycle 7 (GC-7) called the Global Fund Nigeria TB/HIV Reach and Impact Project (N-THRIP) with the Institute for Human Virology (IHVN) selected as one of the HIV Principal Recipient (PR) of the funds. AHNI was selected as one of the Sub-Recipient (SR) of these funds and will continue to implement an end-to-end treatment and KP program in Anambra State.

Through the N-THRIP project, GF has committed funding to support Adolescent Girls and Young Women (AGYW) HIV prevention and expand programming for this vulnerable population in Anambra State, Nigeria. The goal of N-THRIP Key and vulnerable program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for these critical drivers of the HIV infection in Nigeria.

The Project works with local, trusted, and competent community-based organizations (CBOs) to scale-up differentiated HIV/AIDS prevention, care, and treatment services. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for AGYW while supporting greater involvement of AGYW-led and AGYW-friendly local organizations at the community and state level.

This announcement is a call for Expressions of Interest (EOI) for Nigerian Community based organizations (CBOs) to join the N-THRIP project in providing tailored HIV prevention services and programming for AGYW for about three-year period beginning April 1, 2024 to October 31, 2026. Through this competitive process, AHNI intends to select and provide funding and technical assistance to Community Based Organizations which meet the required qualifications to provide services for AYP/AGYW.

  1. Scope

Goal and Objectives

Goal: To reduce the HIV risk and lower the HIV incidence among adolescent girls and young women aged 10-24 years.

The objectives of engaging the Community based Organizations are:

  1. To provide comprehensive community-based HIV prevention Service Package for AYP and AGYW in Anambra State in line with GON Prevention guidelines.
  2. To provide enabling environment for AGYW Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination.

Other objectives:

  1. To affect risk reduction, behavioral change, and empowerment for AGYW.
  2. To decrease HIV incidence among AGYW.
  3. To decrease teenage pregnancy among AGYW.
  4. To increase retention in school among AGYW aged 10-24 years.
  5. To increase economic opportunities among AGYW aged 10-24 years.
  6. To reduce gender-based violence (GBV).
  7. To target male sexual partners with substantial HIV risk with prevention services.
  8. To link HIV positive AGYW found to facilities that provide adolescent-friendly care and treatment services.
  1. Roles and Responsibilities / Scope of Work
  2. Human Resource

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer, and M&E officer), and community adhoc staff to support service delivery (case managers, community facilitators, outreach workers)

  • AYP-AGYW CBO Activity Summary:
  • Conduct periodic micro size estimation (AYP/AGYW) to map and identify AYP/AGYW hotspots and Implement evidence based comprehensive programs to increase HIV prevention and case finding among them.
  • Supervise and mentor AYP/AGYW Champion in the provision of HIV Testing Services and secondary and tertiary school HIV outreaches.
  • Implement AYP/AGYW programmes in line with the national prevention strategy.
  • Stakeholder engagement process: to identify and collaborate with community stakeholders, influencers, and opinion leaders to advocate for support and ownership of the community intervention.
  • Coordinate Interpersonal Communication (IPC) Outreaches.
  • Promote, provide, and distribute male and female condoms and lubricants.
  • Conduct monthly review meetings at community level for AYP/AGYW Champions, to provide updates on outreaches conducted and map out plans for the following month.
  • Mobilize and conduct targeted Mobile HIV Testing Services focusing on vulnerable Population.
  • Carry out immediate accompanied linkage and referral to prevention as well as treatment for HIV, STI, TB and other services to AYP/AGYW friendly facilities and Community teams.
  • Conduct Adherence Counselling and Partner Notification Services for AYP/AGYW.
  • Liaise with State Gender and Human Rights Response Teams to tackle cases of Human Rights Violations against AYPs/AGYWs.
  • Collaborate and engage with SACA, SMOH, ministry of Education, ministry of women affairs, ministry of youths, LACA and other State actors periodically towards serving the overall interest of the AGYW in the state of implementation.
  • Mobilize eligible AYP/AGYW to access PrEP in the community as well as referral to established sites in Anambra State using set criteria.
  • Work with treatment facilities and establishments (Adolescent Friendly facilities, Community ART team(cART), One Stop Shops, etc) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for identified HIV positive AYP/AGYW through accompanied referral and monitor adherence.
  • Provide referral for PMTCT services and other services as may be required.
  • Conduct interventions for Adolescents and Young People (AYP):
  • Conduct AYP interventions in facilities by AHNI, community interventions by CBO with Technical Assistant from AHNI.
  • Implement Minimum prevention packages and HIV testing.
  • Provision of HIV Testing and prevention Services for in- and Out of school youth.
  • Organize and conduct Out of school group discussions on safe sex practices.
  • Promote Risk Reduction sessions.

  • School empowerment for indigent Children/Adolescent Living with HIV (C/ALHIV)
  • Vocational Skill Training for indigent caregivers of C/ALHIV
  • Community Systems strengthening and Monitoring.
  • Provide support to Community teams, Case Managers, AYP/AGYW Champions to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to AYP/AGYW community members and participate in engagement with relevant stakeholders.
  • Provide community-based HIV services and referrals for AGYW and their male partners.
  • Work Adolescent and Young Persons group in the state to effectively deliver on the objectives.

 Anticipated Period of Performance

The anticipated period of performance for N-THRIP grant is from April 1, 2024, to October 31, 2026.

IV. Eligibility Criteria & Selection

To respond to this EOI, an AGYW organization must meet all the following minimum eligibility criteria:

  • Must be locally registered as an NGO in Nigeria, whether faith-based, community-based or a national NGO.
  • Must have demonstrated experience in implementing services (biomedical, behavioral, and/or structural interventions related to HIV) among AYP/AGYW group.
  • Must have current presence/activities in Anambra State.
  • Must register and/or show identification with the State Agency for the Control of AIDS (SACA).
  • Must disclose any conflict of interest: The applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
  • Applications will undergo a preliminary review for completeness and responsiveness. Incomplete applications, applications judged to be unresponsive to the EOI, and applications submitted after the due date and time will be considered ineligible and will NOT be considered for an award.
  • Any organization that does not meet these minimum eligibility criteria will not be considered.

Note: Interested AYP/AGYW NGOs may express their interest as a single NGO or as a “consortium.” Consortiums should select partners to complement the organizational strengths in providing a comprehensive cascade of HIV services to AGYW in Anambra. Consortiums are when NGOs and/or community-based organizations (CBOs) team up with other organizations based on their areas of collective strength. If other NGOs are being brought into the consortium, then the strengths of each consortium member need to be detailed in the application. The lead for the consortium should be the lead applicant and as such will assume the overall financial and technical responsibility for any funds received as well as all risk for the funds that are sub-granted to other NGOs in the consortium.

  • A list of current and recently completed HIV/AIDS projects. Please include for each project the technical and geographic areas of focus, the groups served, and numbers reached. Please emphasize any work that you have done related to AYP/AGYW; HIV/AIDS prevention, care, and treatment activities; human rights; stigma and discrimination; increasing health service access; gender; and gender-based violence.
  • Sources and funding levels for the last three years. Indicate if the sources are private/foundation or government (Global Fund, US, Nigeria, other).
  • Organizational structure and staffing/membership level.

If applying as a consortium, this information should be provided for the lead applicant/lead consortium member (clearly indicated) as well as each additional member organization in the consortium.

Technical Proposal (5 pages maximum)

Applicants should detail the following in the technical proposal:

Grant to Implement HIV Prevention, Care and Treatment Activities for Key Populations, Men who have Sex with Men (MSM) in Anambra State of Nigeria.

 

  1. Background

Achieving Health Nigeria Initiative (AHNi) is a local non-governmental organization incorporated in Nigeria in 2009 with its headquarters in Nigeria’s Federal Capital Territory, Abuja. It was established with a mission to promote socioeconomic development by supporting a broad range of global health intervention including, education, research, and economic initiatives in Nigeria.

Government of Nigeria (GoN) has received funds for Global Fund Grant Cycle 7 (GC-7) called the Global Fund Nigeria TB/HIV Reach and Impact Project (N-THRIP) with the Institute for Human Virology (IHVN) selected as the Principal Recipient (PR) of the funds. AHNI was selected as one of the Sub-Recipient (SR) of these funds and will continue to implement an end-to-end treatment program in Anambra State.

Through the N-THRIP project, GF has committed funding to support and expand key population (KP) programming in Anambra State, Nigeria. The goal of N-THRIP KP program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for KPs. The Project will extend the ability for local KP-led and KP friendly trusted and competent community-based organizations (KP-CBOs) to contribute to scale-up of differentiated HIV/AIDS prevention, care, and treatment services for Key Populations. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for KPs while supporting greater involvement of KP-led and KP-friendly local organizations at the community and state level.

AHNI recognizes that KP-led and KP-competent local organizations working in HIV/AIDS are critical to the epidemic response in Nigeria. This announcement is a call for Expressions of Interest (EOI) for Nigerian Community based organizations (CBOs) to join the N-THRIP project in providing tailored HIV services programming for MSM for about three-year period beginning April 1, 2024 to October 31, 2026. Through this competitive process, AHNI intends to select and provide funding and technical assistance to Community Based Organizations which meet the required qualifications to provide services for MSM.

  1. Scope

Goal and Objectives

The objectives of engaging the Community based Organizations are:

1.To provide comprehensive community-based HIV Service Package including prevention, care, treatment, and support, including community initiation of ARVs, referrals and linkages to treatment services in the One-Stop-Shop, Drop In Centers and KP friendly health facilities.

2.To Support community and institutional system strengthening through the identification and capacity building of Key Population-Led community-based organizations for effective programming

3.To provide enabling/legal environment for Key Population Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination

  1. Roles and Responsibilities / Scope of Work
  2. Human Resource

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer and M&E officer), and community adhoc staff to support service delivery (case managers, community facilitators, outreach workers)

  • Community HIV prevention and Linkage (1st 95 target)

       The CBOs among others is expected to implement the following activities:

  • Conduct periodic Micro KP size estimation (MSM) to Map and identify KP hotspots and Implement evidence based comprehensive programs to increase HIV case finding among

    MSM

  • Implement and provide comprehensive HIV prevention packages in line with GON Prevention

guidelines including PrEP

  • Mobilize MSM for the conduct of targeted mobile HIV testing services!
  • Conduct HIV Testing Services (HTS) including partner notification services, HIVST, risk profile-based testing services, linkage (via patient navigation) to ART for those testing positive, and other testing modalities applicable to MSM case finding.
  • Coordinate the promotion, provision and distribution of male and female condoms and water-based lubricants.
  • Mobilize eligible MSM community members to access PrEP in the community as well as referral to established OSS sites in Anambra State using set criteria.
  • Implement community based STI screening, prevention, and Management for MSM.
  • Refer and link all newly identified HIV positive MSM KPs to the cART  OSS, Drop in centre and KP friendly Health Facilities.
  • Provision/referrals for clinical services including STI screening, treatment and
  • other sexual reproductive health services.
  • Work with treatment facilities and establishments (One Stop Shops and/or cART teams) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for positive MSM KPs through accompanied referral and monitor adherence.
  • Provide Community based PMTCT services/referral to a facility
  • Provide community-based TB/HIV services and referral to DOT Clinics
  • Viral Suppression (3RD 95 Target)
  • Provide adherence support for HIV-positive MSM KPs; follow up and report on retention in care as well as viral load suppression.
  • Hold monthly support group meetings for identified PLHIVs on the program
  • Provide community based viral load services (Sample collection, packaging, and transport) to an OSS/PCR Laboratory
  • Community Systems strengthening and Monitoring
  • Establishing a community advisory/support team (members will include police, Justice, SA, SASCP, KP leaders and other relevant stakeholders).
  • Selected community led Organizations will work in collaboration with identified human rights lawyers and law enforcement agents who will work with community paralegals to provide human rights educations; monitor, document and report human rights violations targeting MSM key populations.
  • Provide support to Community Facilitators, Outreach Workers (ORWs) and Case managers to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to MSM community members and participate in engagement with stakeholders.
  • Mobilize KP for quarterly community town hall / internal stakeholder meetings; also harmonize issues to be discussed during these meetings.
  • Working with the OSS team, KP secretariat and State government to effectively deliver on all the objectives.

Grant to Implement HIV Prevention, Care and Treatment Activities for Key Populations, People Who Use Drugs (PWUD) in Anambra State of Nigeria.

  1. Background

Achieving Health Nigeria Initiative (AHNi) is a local non-governmental organization incorporated in Nigeria in 2009 with its headquarters in Nigeria’s Federal Capital Territory, Abuja. It was established with a mission to promote socioeconomic development by supporting a broad range of global health intervention including, education, research, and economic initiatives in Nigeria.

Government of Nigeria (GoN) has received funds for Global Fund Grant Cycle 7 (GC-7) called the Global Fund Nigeria TB/HIV Reach and Impact Project (N-THRIP) with the Institute for Human Virology (IHVN) selected as the Principal Recipient (PR) of the funds. AHNI was selected as one of the Sub-Recipient (SR) of these funds and will continue to implement an end-to-end treatment program in Anambra State.

Through the N-THRIP project, GF has committed funding to support and expand key population (KP) programming in Anambra State, Nigeria. The goal of N-THRIP KP program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for KPs. The Project will extend the ability for local KP-led and KP friendly, trusted and competent community-based organizations (KP-CBOs) to contribute to scale-up of differentiated HIV/AIDS prevention, care, and treatment services for Key Populations. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for KPs while supporting greater involvement of KP-led and KP-friendly local organizations at the community and state level.

AHNI recognizes that KP-led and KP-competent local organizations working in HIV/AIDS are critical to the epidemic response in Nigeria. This announcement is a call for expressions of interest (EOI) for Nigerian Community based organizations (CBOs) to join the N-THRIP project in providing tailored HIV services programming for PWUD KPs for about three-year period beginning April 1, 2024 to October 31, 2026. Through this competitive process, AHNI intends to select and provide funding and technical assistance to Community Based Organizations that meet the required qualifications to provide services for PWUD.

  1. Scope

Goal and Objectives

The objectives of engaging the Community based Organizations are:

1.To provide family based comprehensive community-based HIV Service Package including prevention, care, treatment, and support, including community initiation of ARVs, referrals and linkages to treatment services in the One-Stop-Shop, Drop In Centers and KP friendly health facilities.

2.To Support community and institutional system strengthening through the identification and capacity building of Key Population-Led community-based organizations for effective programming

3.To provide enabling/legal environment for Key Population Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination

  1. Roles and Responsibilities / Scope of Work
  2. Human Resource

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer and M&E officer), and community adhoc staff to support service delivery (case managers, community facilitators, outreach workers)

  • Community HIV prevention and Linkage (1st 95 target)

       The CBOs among others is expected to implement the following activities:

  • Conduct periodic Micro KP size estimation to Map and identify KP hotspots (bunks) and implement evidence based comprehensive programs to increase HIV case finding among People Who Use Drugs (PWUD) KPs.
  • Implement comprehensive HIV prevention packages in line with GON Prevention guidelines including PrEP
  • Mobilize PWUD for the conduct of targeted mobile HIV testing services.
  • Conduct HIV Testing Services (HTS) including partner notification services, HIVST, risk profile-based testing services, linkage (via patient navigation) to ART for those testing positive, and other testing modalities applicable to PWUD KP case finding.
  • Coordinate the promotion, provision and distribution of male and female condoms and water-based lubricants.
  • Mobilize eligible PWUD community members to access PrEP in the community as well as referral to established OSS sites in Anambra State using set criteria.
  • Implement community based STI screening, prevention, and Management for PWUD members.
  • Refer and link all newly identified HIV positive PWUD KPs to the cART and OSS, Drop in centre and KP friendly Health Facilities.
  • Treatment, Care, support, and retention (2nd 95 Target)
  • Initiate on ARVs/Link all identified positives among the PWUD KPs to cART/OSS, DICs and KP friendly health facilities.
  • Provision/referrals for clinical services including STI screening, treatment, and other sexual reproductive health services.
  • Work with treatment facilities and establishments such as One Stop Shops and/or cART teams) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for positive PWUD through accompanied referral and monitor adherence.
  • Provide Community based PMTCT services/referral to a facility
  • Provide community-based TB/HIV services and referral to DOT Clinics
  • Viral Suppression (3RD 95 Target)
  • Provide adherence support for HIV-positive PWUD; follow up and report on retention in care as well as viral load suppression.
  • Hold monthly support group meetings for identified PLHIVs on the program
  • Provide community based viral load services (Sample collection, packaging, and transport) to an OSS/PCR Laboratory
  • Community Systems strengthening and Monitoring
  • Establishing a community advisory/support team (members will include police, Justice, SA, SASCP, KP leaders and other relevant stakeholders).
  • Selected community led Organizations will work in collaboration with identified human rights lawyers and law enforcement agents who will work with community paralegals to provide human rights educations; monitor, document and report human rights violations targeting PWUD key populations.
  • Engage the services of a Counsellor to provide psychosocial support to community members on Mental Health and other related issues.
  • Provide support to Community Facilitators, Outreach Workers (ORWs) and Case managers to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to PWUD community members and participate in engagement with stakeholders.
  • Mobilize PWUD for quarterly community town hall / internal stakeholder meetings; also harmonize issues to be discussed during these meetings.
  • Working with the OSS team, KP secretariat and State government to effectively deliver on all the objectives.

6. The Comprehensive Package of Harm Reduction Intervention:

  • Needle and syringe programs (NSP).
  • Medication Assisted Treatment.
  • Community distribution of naloxone.
  • HIV testing services (HTS).
  • Antiretroviral therapy (ART).
  • Prevention and treatment of sexually transmitted infections (STIs).
  • Condom programs for people who inject drugs and their sexual partners (CP).
  • Targeted information, education, and communication (IEC).
  • Prevention, vaccination, diagnosis and treatment of viral hepatitis B and C (Hep B & C).
  • Prevention, diagnosis, and treatment of tuberculosis (TB).
  • Wound management.
  • Provision of Psychosocial support to beneficiaries.

 Anticipated Period of Performance

The anticipated period of performance for N-THRIP grant from April 1, 2024, to October 31, 2026.

IV. Eligibility Criteria & Selection

To respond to this EOI, a PWUD organization must meet all the following minimum eligibility criteria:

  • Must be locally registered as an NGO in Nigeria, whether faith-based, community-based or a national NGO.
  • Must have demonstrated experience in implementing services (biomedical, behavioral, and/or structural interventions related to HIV) among PWUD KP group.
  • Must have current presence/activities in Anambra State.
  • Must disclose any conflict of interest: The applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
  • Must register and/or show identification with the State Agency for the Contral of AIDS (SACA) and State based KP Secretariate.
  • Applications will undergo a preliminary review for completeness and responsiveness. Incomplete applications, applications judged to be unresponsive to the EOI, and applications submitted after the due date and time will be considered ineligible and will NOT be considered for an award.
  • Any organization that does not meet these minimum eligibility criteria will not be considered.
  • Note: Interested PWUD NGOs may express their interest as a single NGO or as a “consortium.” Consortiums should select partners to complement the organizational strengths in providing a comprehensive cascade of HIV services to PWUD in Anambra. Consortiums are when NGOs and/or community-based organizations (CBOs) team up with other organizations based on their areas of collective strength. If other NGOs are being brought into the consortium, then the strengths of each consortium member need to be detailed in the application. The lead for the consortium should be the lead applicant and as such will assume the overall financial and technical responsibility for any funds received as well as all risk for the funds that are sub-granted to other NGOs in the consortium.

V. Application Instructions

  • The applicant should briefly detail the following information in the organizational background section. This information can be presented in a table format if needed.
  • If applying as a consortium, this information should be provided for the lead applicant/lead consortium member (clearly indicated) as well as each additional member organization in the consortium.
  • Name of the organization.
  • Contact person and full address (physical, postal, telephone and email).
  • Type of organization (NGO, CBO, or faith-based organization). Indicate if it is a membership organization.
  • Current geographical coverage (states, local government areas, wards, communities/hotspots).
  • Organizational vision, mission, goal, and objectives.
  • A list of current and recently completed HIV/AIDS projects. Please include for each project the technical and geographic areas of focus, the groups served, and numbers reached. Please emphasize any work that you have done related to PWUD KP groups; HIV/AIDS prevention, care, and treatment activities; human rights; stigma and discrimination; increasing health service access; gender; and gender-based violence.
  • Sources and funding levels for the last three years. Indicate if the sources are private/foundation or government (Global Fund, US, Nigeria, other).
  • Organizational structure and staffing/membership level.
  • Technical Proposal (5 pages maximum)

Applicants should detail the following in the technical proposal:

  • B.1 Technical Approach and Key Activities
  • In this section applicants should describe in further detail the specific activities which they will conduct and the proposed approaches to ensure their success for the period of April 1, 2024, to October 31, 2026. Please take note of the following when developing this section:
  • While all approaches and activities proposed should fall within the parameters of the AHNI project objectives, applicants are encouraged to propose additional activities and innovative strategies not specifically mentioned in this Call for EOIs which may also address the objectives.
  • Applicants are not expected to address every activity under each objective in the SOW. Rather, applicants should focus on those activities and approaches which are most appropriate or applicable considering their current reach, mission, and capacity.
  • Applicants are expected to implement in Anambra states.
  • Applicants are to reach only PWUD KP group by this program.
  • During the EOI process, AHNi will be responsible for coordinating between applicants to ensure that all the key activities, KPs and geographies are covered.
  • Applicants should organize this section as follows:
  • Describe the KP group (PWUD) the CBO intends to target.
  •  List the proposed geographic regions with Anambra State (Local Government Authorities, wards, communities and/or hotspots) with a rationale for why they were selected. Please note that AHNi will determine the final geographic areas depending on highest burden and other factors.
  •  Describe the overall technical approach to conducting activities, including what strategies the Applicant will utilize to ensure success. Where applicable, clearly indicate how strategies will differ based on the population or geographic region.
  •  List and describe activities according to the objectives. (Keep in mind applicants are not required to address both objectives and all activities within a specific objective. Applicants are free to target focus on a sub-set of activities.)
  •  List key stakeholders and service providers that the Applicant might collaborate with when conducting the activities (e.g., SACAs, clinics etc.).
  •  Provide the timeline for when each activity will be implemented.
  • Applicants are free to present the information above in narrative or table format.

C. Management Approach and Institutional Capabilities

Applicants should include the following in this section:

  • A description of the management structure that will ensure the successful implementation of the project.
  • Detail on how the applicant can rapidly start-up and launch their proposed activities.
  • A description of the staffing structure that will support these activities, including the specific duties for each staff.
  • Please include the CVs for senior technical staff who will work on this project as annex.

 Monitoring and Evaluation Plan

Applicants should include the following in this section:

  • A description of how the applicant’s monitoring and evaluation (M&E) system will respond to the technical approach.
  • A description of how the applicant will use M&E data for continual project improvement.
  • Information on the applicant’s current capacity to collect and analyze data; and monitor and evaluate project performance.
  •  A list of tools that are currently used for M&E.

D. Illustrative Budget (no page limit)

Applicants should prepare and submit a proposed budget in accordance with their proposed interventions for April 1, 2024 to October 31, 2026. Budgets should consider the anticipated available funding levels stated under Section III, Funding Availability, above.

  1. Background

Achieving Health Nigeria Initiative (AHNi) is a local non-governmental organization incorporated in Nigeria in 2009 with its headquarters in Nigeria’s Federal Capital Territory, Abuja. It was established with a mission to promote socioeconomic development by supporting a broad range of global health intervention including, education, research, and economic initiatives in Nigeria.

The Government of Nigeria has received funds for Global Fund Grant Cycle 7 (GC-7) called the Global Fund Nigeria TB/HIV Reach and Impact Project (N-THRIP) with the Institute for Human Virology (IHVN) selected as one of the HIV Principal Recipient (PR) of the funds. AHNI was selected as one of the Sub-Recipient (SR) of these funds and will continue to implement an end-to-end treatment and KP program in Anambra State.

Through the N-THRIP project, GF has committed funding to support and expand key population (KP) programming in Anambra State, Nigeria. The goal of N-THRIP KP program is to promote the acceleration of high-quality HIV prevention, care, treatment, and support services for KPs. The Project will extend the ability for local KP-led and KP friendly trusted and competent community-based organizations (KP-CBOs) to contribute to scale-up of differentiated HIV/AIDS prevention, care, and treatment services for Key Populations. The funding will scale up innovative, evidence-based strategies to achieve epidemic control for KPs while supporting greater involvement of KP-led and KP friendly local organizations at the community and national level.

AHNI recognizes that KP-led and KP-competent local organizations working in HIV/AIDS are critical to the epidemic response in Nigeria. This announcement is a call for expressions of interest (EOI) for Nigerian Community based organizations (CBOs) to join the N-THRIP project in providing tailored HIV services programming for Transgender KPs beginning from April 1, 2024 to October 31, 2026. Through this competitive process, AHNI intends to select and provide funding and technical assistance to Community Based Organizations which meet the required qualifications to provide services for transgender persons.

  1. Scope

Goal and Objectives

The objectives of engaging the Community based Organizations are:

  1. To provide family based comprehensive community-based HIV Service Package including prevention, care, treatment, and support, including community initiation of ARVs, referrals and linkages to treatment services in the One-Stop-Shop, Drop In Centres and KP friendly health facilities.
  2. To Support community and institutional system strengthening through the identification and capacity building of Key Population-Led community-based organizations for effective programming.
  3. To provide enabling/legal environment for Key Population Programming through promotion of human right, access to justice, legal aid services and reduction of stigma and discrimination.
  4. Roles and Responsibilities / Scope of Work
  5. Human Resource

Identify and recruit competent key staff for the implementation of the program deliverables (Program Officer, Finance Officer and M&E officer), and community adhoc staff to support service delivery (case managers, community facilitators, outreach workers)

  • Community HIV prevention and Linkage (1st 95 target)

       The CBOs among others is expected to implement the following activities:

  • Conduct periodic Micro KP size estimation (Transgender) to Map and identify KP hotspots and Implement evidence based comprehensive programs to increase HIV case finding among Transgender KPs.
  • Implement comprehensive HIV prevention packages in line with GON Prevention guidelines including PrEP.
  • Mobilize Transgender for the conduct of targeted mobile HIV testing services.
  • Conduct HIV Testing Services (HTS) including partner notification services, HIVST, risk profile-based testing services, linkage (via patient navigation) to ART for those testing positive, and other testing modalities applicable to transgender case finding.
  • Coordinate the promotion, provision and distribution of male and female condoms and water-based lubricants.
  • Mobilize eligible transgender community members to access PrEP in the community as well as referral to established OSS sites in Anambra State using set criteria.
  • Implement community based STI screening, prevention, and Management for transgender members.
  • Refer and link all newly identified HIV positive transgender to the cART and OSS, Drop in centre and KP friendly Health Facilities.
  • Treatment, Care, support, and retention (2nd 95 Target)
  • Initiate on ARVs/Link all identified positives among the transgender KPs to cART/OSS, DICs and KP friendly health facilities.
  • Provision/referrals for clinical services including STI screening, treatment and
  • other sexual reproductive health services.
  • Work with treatment facilities and establishments (One Stop Shops and/or cART teams) to initiate same day, same site commencement of Anti-Retroviral Therapy (ART) for positive transgender KPs through accompanied referral and monitor adherence.
  • Provide Community based PMTCT services/referral to a facility.
  • Provide community-based TB/HIV services and referral to DOT Clinics.
  • Viral Suppression (3RD 95 Target)
  • Provide adherence support for HIV-positive transgender KPs; follow up and report on retention in care as well as viral load suppression.
  • Hold monthly support group meetings for identified PLHIVs on the program.
  • Provide community based viral load services (Sample collection, packaging, and transport) to an OSS/PCR Laboratory
  • Community Systems strengthening and Monitoring.
  • Establishing a community advisory/support team (members will include police, Justice, SA, SASCP, KP leaders and other relevant stakeholders).
  • Selected community led Organizations will work in collaboration with identified human rights lawyers and law enforcement agents who will work with community paralegals to provide human rights educations; monitor, document and report human rights violations targeting transgender key populations.
  • Engage the services of a Counsellor to provide psychosocial support to community members on Mental Health and other related issues.
  • Provide support to Community Facilitators, Outreach Workers (ORWs) and Case managers to ensure quality of data and participate in quarterly data quality assurance meetings.
  • Provide regular feedback to transgender community members and participate in engagement with stakeholders.
  • Mobilize KP for quarterly community town hall / internal stakeholder meetings; also harmonize issues to be discussed during these meetings.
  • Working with the OSS team, KP secretariat and State government to effectively deliver on all the objectives.

Anticipated Period of Performance

The anticipated period of performance for N-THRIP grant is from April 1, 2024, to October 31, 2026. 

IV. Eligibility Criteria & Selection

To respond to this EOI, a Transgender organization must meet all the following minimum eligibility criteria:

  • Must be locally registered as an NGO in Nigeria, whether faith-based, community-based or a national NGO.
  • Must have demonstrated experience in implementing services (biomedical, behavioral, and/or structural interventions related to HIV) among transgender KP group.
  • Must have current presence/activities in Anambra State.
  • Must disclose any conflict of interest: The applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
  • Must register and/or show identification with the State Agency for the Control of AIDS (SACA) and State based KP Secretariat.
  • Applications will undergo a preliminary review for completeness and responsiveness. Incomplete applications, applications judged to be unresponsive to the EOI, and applications submitted after the due date and time will be considered ineligible and will NOT be considered for an award.
  • Any organization that does not meet these minimum eligibility criteria will not be considered.
  • Note: Interested Transgender NGOs may express their interest as a single NGO or as a “consortium.” Consortiums should select partners to complement the organizational strengths in providing a comprehensive cascade of HIV services to Transgender in Anambra. Consortiums are when NGOs and/or community-based organizations (CBOs) team up with other organizations based on their areas of collective strength. If other NGOs are being brought into the consortium, then the strengths of each consortium member need to be detailed in the application. The lead for the consortium should be the lead applicant and as such will assume the overall financial and technical responsibility for any funds received as well as all risk for the funds that are sub-granted to other NGOs in the consortium.

V. Application Instructions

  • Applications should be no longer than 7 pages, excluding the budget and appendices, and include the following information:
  • A. Organizational Background (2 pages maximum)
  • The applicant should briefly detail the following information in the organizational background section. This information can be presented in a table format if needed.
  • If applying as a consortium, this information should be provided for the lead applicant/lead consortium member (clearly indicated) as well as each additional member organization in the consortium.
  • Name of the organization.
  • Contact person and full address (physical, postal, telephone and email).
  • Type of organization (NGO, CBO, or faith-based organization). Indicate if it is a membership organization.
  • Current geographical coverage (states, local government areas, wards, communities/hotspots).
  • Organizational vision, mission, goal, and objectives.
  • A list of current and recently completed HIV/AIDS projects. Please include for each project the technical and geographic areas of focus, the groups served, and numbers reached. Please emphasize any work that you have done related to transgender KP groups; HIV/AIDS prevention, care, and treatment activities; human rights; stigma and discrimination; increasing health service access; gender; and gender-based violence.
  • Sources and funding levels for the last three years. Indicate if the sources are private/foundation or government (Global Fund, US, Nigeria, other).
  • Organizational structure and staffing/membership level.
  1. Technical Proposal (5 pages maximum)

Applicants should detail the following in the technical proposal:

  • B.1 Technical Approach and Key Activities in this section applicants should describe in further detail the specific activities which they will conduct and the proposed approaches to ensure their success for the period of April 1, 2024, to October 31, 2026. Please take note of the following when developing this section:
  • While all approaches and activities proposed should fall within the parameters of the AHNI project objectives, applicants are encouraged to propose additional activities and innovative strategies not specifically mentioned in this Call for EOIs which may also address the objectives.
  • Applicants are not expected to address every activity under each objective in the SOW. Rather, applicants should focus on those activities and approaches which are most appropriate or applicable considering their current reach, mission, and capacity.
  • Applicants are expected to implement in Anambra states.
  • Applicants are to reach only Transgender KP group by this program.
  • During the EOI process, AHNi will be responsible for coordinating between applicants to ensure that all the key activities, KPs and geographies are covered.
  • Applicants should organize this section as follows:
  • Describe the KP group (Transgender) the CBO intends to target.
  •  List the proposed geographic regions within Anambra State (Local Government Authorities, wards, communities and/or hotspots) with a rationale for why they were selected. Please note that AHNi will determine the final geographic areas depending on highest burden and other factors.
  •  Describe the overall technical approach to conducting activities, including what strategies the Applicant will utilize to ensure success. Where applicable, clearly indicate how strategies will differ based on the population or geographic region.
  •  List and describe activities according to the objectives. (Keep in mind applicants are not required to address both objectives and all activities within a specific objective. Applicants are free to target focus on a sub-set of activities.)
  •  List key stakeholders and service providers that the Applicant might collaborate with when conducting the activities (e.g., SACAs, clinics etc.).
  •  Provide the timeline for when each activity will be implemented.
  • Applicants are free to present the information above in narrative or table format.

C. Management Approach and Institutional Capabilities

Applicants should include the following in this section:

  • A description of the management structure that will ensure the successful implementation of the project.
  • Detail on how the applicant can rapidly start-up and launch their proposed activities.
  • A description of the staffing structure that will support these activities, including the specific duties for each staff.
  • Please include the CVs for senior technical staff who will work on this project as annex.

 Monitoring and Evaluation Plan

Applicants should include the following in this section:

  • A description of how the applicant’s monitoring and evaluation (M&E) system will respond to the technical approach.
  • A description of how the applicant will use M&E data for continual project improvement.
  • Information on the applicant’s current capacity to collect and analyze data; and monitor and evaluate project performance.
  •  A list of tools that are currently used for M&E.

D. Illustrative Budget (no page limit)

Applicants should prepare and submit a proposed budget in accordance with their proposed interventions for April 1, 2024 to October 31, 2026. Budgets should consider the anticipated available funding levels stated under Section III, Funding Availability, above.

Applicants must submit the budget using the Excel format attached.

The following annexes should be submitted with the application:

1. CVs for senior staff who will work on the project.

2. Certificate of Registration or Incorporation Papers

3. Audited Financial Statements, if available (if no recent audit has been conducted, a revenue and expense statement and balance sheet for previous financial year must be attached)

VII. Application Submission Process and Timeline

AHNi has no contractual obligations with any applicants based upon issuance of this call for EOI. It is not an offer to contract. DISCUSSIONS AND AWARD

AHNi reserves the right to seek clarifications, enter discussions or negotiations, or to make award on initial submissions without discussions or negotiations of any kind. AHNi reserves the right to exclude any applicant from further consideration at any time, including after discussions or negotiations have been entered.

FALSE STATEMENTS IN OFFER

Applicants must provide full, accurate and complete information as required by this call for EOI and its attachments. At any time that AHNi determines that an applicant has provided false statements in the EOI, AHNi may reject the EOI without further consideration. The English language version of this call for EOI and any resulting award shall govern, and all notices pursuant to the provisions of this call for EOI and any resulting award shall be in English.

RESERVED RIGHTS

• All call for EOI responses become the property of AHNi reserves the right in its sole discretion to disqualify any offer based on applicant failure to follow solicitation instructions

ASSISTANT TECHNICAL OFFICER- PEDIATRIC HIV & PMTCT: will provide technical and programmatic support to implement high quality facility-level pediatric ART, PMTCT, RH/FP, OVC support and other services at the state level. In addition, will work with others in the state office, local implementing partners and facility staff to ensure all services provided are appropriately documented using the national tools/organizational reporting platforms. Provide technical assistance to health facilities to ensure the provision of an integrated and holistic pediatric ART and PMTCT services, provide support for quality pediatric HIV care including diagnosis and management of opportunistic infections, ARV regimen optimization and monitoring for improved viral suppression, adverse drug reactions and drug resistance, coordinate facility and community-level interventions to ensure mother-baby-pair tracking, adherence support and retention of children on ART. The Technical Officer will work with the OVC partners in the state to ensure bi-directional linkages of children living with HIV/AIDS, provide technical and programmatic support to implement high quality care and support activities in PMTCT/EID sites in collaboration with appropriate GoN stakeholders, ensuring timely and adequate documentation. He/she will also contribute to the development of lessons learned from programs and projects related to clinical management of pediatric HIV/AIDS, PMTCT, RH/FP and integrated medical services and apply these lessons to improve the design of new and existing programs.

Minimum Recruitment Standard:

  • MB.BS/MD/PHD or similar degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT, TB and anti-retroviral therapy (ART) in resource constrained settings.
  • BSc. Nursing, Public health, Pharmacy, or other closely related field with 3-5 years relevant experience.
  • BS/BA in statistics, microbiology, or other relevant degree with 5 – 7 years relevant experience.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

SENIOR TECHNICAL OFFICER - LABORATORY SERVICES: Will provide technical expertise and assistance in implementing high quality laboratory services within the AHNi-led GF NAHI HIV care and treatment project including laboratory capacity development at project health facility sites. The STO-Lab services will provide technical support and develop quality policies, quality tools, SOPs and recommendations related to the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS and other opportunistic infections (OI) in collaboration with technical staff within AHNi and at national, state and local agencies in Nigeria. He/she will carry out quality control functions/activities in collaboration with the local and state teams of the labs, including quality control inspections schedules and the collection of quality control records, ensuring the availability of quality records and providing technical assistance in capacity building for laboratory services personnel at health facilities and other settings as appropriate. Also, the STO-Lab will review and monitor QA and QC activities of the Laboratory in order to determine conformance with established policies, national regulations, or accreditation requirements, provide technical leadership and technical support related to high technology (TB culture, PCR) laboratory services, coordinate Proficiency Testing (PT) activities and ensure PT is being done for each specialty; explore other ways of testing evaluation in the absence of PT and ensure collection and collation of laboratory data and reporting into the DHIS ensuring its use in making program decisions.

Minimum Recruitment Standard:

  • BMLS/AMLSCN in medical laboratory sciences or related field
  • 7-9 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HIV/AIDS
  • Or master’s degree in laboratory sciences or related field with 5-7 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HIV/AIDS
  • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred.

Achieving Health Nigeria Initiative (AHNi) is an indigenous non-governmental organization that promotes socio-economic development by supporting a broad range of global health interventions, education and economic initiatives in Nigeria. AHNi is an allied organization to Family Health International (FHI 360) with co-existing and mutually supportive interest in advancing the collective goals of the people and communities served. AHNi currently has its headquarters in Abuja, Nigeria.

To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

SENIOR TECHNICAL ADVISOR-MONITORING & EVALUATION: is responsible for the design and implementation of monitoring and evaluation for the GF N-THRIP project.  S/he will work with other senior staff at the State and HQ office to provide oversight role over sub-recipients to ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs and requirements. The STA-M&E will provide leadership to the assigned state offices and field level M&E program, provide overall guidance on program/project monitoring and evaluation and on project and Government of Nigeria reporting requirements. S/he will provide oversight technical support to the designated states including interacting with state M&E lead, Program Managers, Implementing Agencies, and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and AHNI partners understand and can support these requirements. S/he will manage the Global Fund M&E reporting cycle to ensure high quality and complete datasets are sent on a periodic basis, or when required, work with local partners to develop their project monitoring and evaluation plans and support the correct implementation and use of routine data collection tools. The STA-M&E will conduct monthly routine monitoring visits to project sites and provide supportive supervision.

Knowledge, Skills & Attributes:

  • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
  • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. Knowledge of health, reproductive health or HIV/AIDS/STI/TB programming in developing countries.
  • Knowledge of Nigerian clinical setting, including government and non-government settings.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.
  • Ability to travel within Nigeria 25% time.

Minimum Recruitment Standard:

  • MB.BS/MD/PHD or similar degree with 4 to 6 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Or MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

Achieving Health Nigeria Initiative (AHNi) is an indigenous non-governmental organization that promotes socio-economic development by supporting a broad range of global health interventions, education and economic initiatives in Nigeria.

The Global Fund Grant Cycle (GC7) is to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

PROGRAM OFFICER: will provide support in program planning, design, review and the monitoring of AHNI/GF project implementation at the field level. H/She will provide programmatic, technical and financial support to implement high quality intervention and related activities with primary focus on clinical care and public health management at the state levels. The PO will support and coordinate AHNI activities within donor guidelines and regulations, assist in strengthening a system of reporting strategies, subproject documents, work plans and budgets, support the development of program strategies, subproject documents, work plans and budgets, support the provision of programmatic assistance to local AHNI partners in programming HIV/AIDS activities in the state and support the desk review of key SOs documents (state MOUs, organizational chart, budget, workplan, M&E, administrative and financials). Also, s/he will work with their supervisor to oversee capacity building activities for local implementing Agencies (IAs) in the focus states.

Minimum Recruitment Standard:

  • Bachelor’s degree in public health, Business Administration, Sciences, Health Sciences or behavioral sciences.
  • 5-7 years working experience in development & humanitarian programs at the community level with at least 3-5 years’ experience with HIV/AIDS program planning and implementation working with public and NGO sectors required.
  • Demonstrated success in multicultural environments is required.
  • Ability to work well with others and to develop and maintain good working report with staff and other AHNI partners is required.
  • Excellent written and oral communication skills, especially in terms of reporting is required.
  • Familiarity with Nigerian public sector health system and NGOs, CBOs and IDP intervention is an added advantage.
