Background

The Accelerating the Control of HIV Epidemic in Adamawa, Borno, Yobe & Taraba States (ACE-1) Project implemented by AHNi, and the consortium partners is a robust, sustainability-focused, high-impact, evidence-based HIV/AIDS intervention funded by the U.S. Agency for International Development (USAID). It aims at fast-tracking the attainment of UNAIDS 95:95:95 targets and achieving epidemic control in the focus states. Effective October 1, 2024, AHNi-ACE-1 took over the HIV implementation for the general population in Taraba State. AHNi verified and retained the Adhoc personnel transitioned from RISE for the first 3months to ensure adequate HR availability to continue service provision in all facilities.  AHNi-ACE-1 in collaboration with the Taraba State Government seeks to engage Adhoc personnel to fill the following roles across the 29 Supported Health Facilities in Taraba.

Overall Responsibilities

HIV testing services (HTS) include a range of services that should accompany any HIV test. This includes counselling (pre-test information and post-test counselling), linkage to appropriate prevention, treatment and care services, and other clinical and support services. The Professional Counselor Tester shall support all testing activities in the health facility. S/he will work with the facility personnel to ensure optimal testing in all service delivery points in the facility. S/he shall be knowledgeable in cultural issues relevant to communication and relationship management, maintain a database of clients, and remain in touch through various communication channels, including telephones, emails, social media platforms, etc.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • HTS
  • Ensure HTS is available at all clinics and wards in supported health facilities
  • Be present before the commencement of each day’s clinic.
  • Ensure all clients in the assigned wards have been tested before proceeding to the clinic
  • Facilitate the use of the appropriate risk stratification tool (RST) for all new clinic attendees
  • Offer HTS to all eligible clients from the RST.
  • Ensures adherence to the national testing algorithm for all tests conducted.
  • Ensures retesting by a master tester for reactive clients.
  • Provide escort service for all identified HIV-positive clients to enrol and keep a referral register.
  • Ensure use of HTS data collection tools (DCTs)- Client intake forms, HTS register, request and result form, HIV testing daily worksheet.
  • Ensure complete referral of clients to other services as indicated by the client intake form.
  • Ensure follow-up and linkage to ART of HIV-positive clients who decline same-day initiation.
  • Offer PrEP services to all negative clients screened as “high risk” using the risk assessment tool as well as discordant negative partners.
  • Summarizes HTS achievement daily for attribution to daily performance tracker (DPT)

Recruitments:

  • CHEW/MLT/JCHEW, or Health-related qualifications with at least One (1) year post-qualification experience in managing comprehensive TB and HIV programs in resource-constrained settings
  • Experience in a similar position is an added advantage
  • S/he must reside within the LGA where s/he is applying to work

The Laboratory Support Officer (LSO) shall be based in the health facility laboratory unit and support all laboratory activities in the health facility. S/he will work with the facility personnel to ensure optimal user experience for clients receiving treatment in the facility. S/he shall be knowledgeable in cultural issues relevant to communication and relationship management, maintain a database of clients, and remain in touch through various communication channels, including telephones, emails, social media platforms, etc.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • HTS
  • Ensure quality control is conducted routinely as the need arises
  • Ensure validation testing (retesting) of all newly identified HIV-positive clients.
  • Document all tests conducted in the appropriate laboratory registers
  • Conduct proficiency testing for all persons providing HTS.
  • Provide regular feedback to the ART Unit to improve patient management and user experience
  • Viral Load/EID
  • Participate in the line-listing and identification of clients eligible for viral load
  • Facilitate sample collection for all eligible clients in the facility
  • Participate in processing all samples collected and prepare same for transport
  • Ensure all samples collected are documented on the National Laboratory Information Management System (LIMS) on the same day
  • Provide relevant information and coordinate with the M&E Unit to ensure regular and prompt updates of samples collected on the EMR
  • Review the LIMS platform daily for results
  • Receive VL results for the facility, document them on the appropriate registers (VL monitoring register and VL Turn-Around Time register) and send them to the M&E Unit for entry into the client records
  • Track Viral load/EID samples turnaround time.

Overall Responsibilities

The incumbent will carry out paper and electronic data entry and monitoring, the reconciliation of data from the community outreach program, testing from the CBOs/partners, other testing modalities and drug refills from CPARP and other DSD models.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • Carry out paper and electronic data entry, monitoring, and reporting of HIV services
  • Work with Medical records officer and service providers to ensure documentation of services in requisite data capture tools.
  • Prepare a daily summary report and enter it into the daily performance tracker.
  • Follow up on data gaps and outliers identified in the daily SRM meetings.
  • Follow up on the update of the Viral load tracker and ensure facility submission every week.
  • Daily upload of EMR to NDR.
  • Daily upload on the EMID platform for COVID 19
  • Institute situation room meetings at the facility/with the State team for the daily update.
  • Monitor reporting rate and outlier analysis daily.
  • Ensure gaps and outliers are corrected within 2 hours.
  • Update runs charts and ensure data use at the facility.
  • Daily reconciliation of community and facility reports.
  • Monthly validation of all service registers and generation of Monthly summary forms for all data sets on the DHIS2 and EMID platforms.
  • Submit monthly MSF to LGA and the State Office.
  • Provide support to medical record officers at spoke sites.
  • Ensure Community data is completely and correctly reported daily
  • Any other tasks as assigned by the supervisor.

Recruitments:

  • B.Sc/HND/National Diploma (ND) qualification/ National Certificate of Education (NCE) Computer Science/Statistics/HIM or other Health-related qualifications with at least One (1) year post-qualification experience in managing comprehensive TB and HIV programs in resource-constrained settings
  • Experience in a similar position is an added advantage
  • Knowledge about the operating environment i.e. Adamawa, Borno, Adamawa, Yobe and Taraba States.
  • Ability to read and write in English. The ability to communicate in Hausa or other local language will be an added advantage.
  • Must be computer Literate for the position of Data Entry Clerk

Roles and responsibilities of a mentor mother

The services of the Professional Case Manager will include but not limited to the following:

  • The goal of the mentor mother is to ensure that all HIV-positive pregnant women receive ART services, and all HIV-exposed babies receive intervention from birth to 18, determining final HIV status. To achieve this, the Mentor mothers are to perform the following roles.
  • Serve as the focal point for assigned pregnant women within the facility and the community.
    1. Establish a good rapport and understanding with assigned HIV-positive pregnant mothers.
    1. Provide a family-centered approach to support.
    1. Ensure education and counselling for all assigned HIV-positive pregnant women.
  • Schedule and document all clinic visits of assigned HIV-positive mothers in a mentor mother diary.
  • Conduct at least three home visits to the HIV-positive pregnant mother during each pregnancy, one of which should be in the post-partum period.
  • Ensure education and planning of birth preparedness. The discussion should address the following:
    1. Viral load testing at 32-36 weeks.
    1. Facility delivery
    1. Birth testing and neonatal prophylaxis
    1. EID schedule
    1. Immunization schedule
    1. PMTCT Final Outcome (FO)
  • Ensure the documentation of descriptive addresses and active phone numbers of all HIV-positive pregnant women both in their folder and EMR.
  • Plan and ensure a DBS sample at birth and follow up to six weeks and 15 months. The MM shall regularly update the schedule in the follow-up diary.
  • Ensure the Final Outcome (FO) of all HIV HIV-exposed infants of assigned mothers at 18 months.
  • Follow up with HIV-exposed infants to ensure they are fully immunized.
  • Link baby to OVC partners and mother to other required services, including family planning and cervical cancer screening.
  • Provide support and guidance to HIV-positive pregnant women and new mothers.
  • Encourage positive health behaviors and adherence to medical advice.
  • Facilitate access to healthcare services and resources.
  • Maintain confidentiality and professionalism in all interactions.

Recruitments:

  • Minimum of SSCE or any health-related discipline with at least 1 year post-NYSC cognate experience.
  • She should be a female and HIV positive.
  • Should have successfully passed through the PMTCT program.
  • Should be able to read and write.
  • Should be a resident of the community and communicate in the local language
  • Excellent interpersonal, management, and communication skills
  • Should be ready to uphold the organization’s vision, values and principles including rights-based/gender approaches would be expected.

Overall Responsibilities

Under the supervision of the Site Backstop, the Site Clinical Optimizer shall serve as a point of contact for all project-level activities in the health facility. S/he will work with the ART Coordinator to support the service providers to deliver optimal user experience for clients receiving care and treatment in the facility. S/he will support the ART Coordinator in supervising the adhoc personnel, attending to inquiries/complaints, and facilitating access to services for clients and program support. S/he shall be knowledgeable in contextual and cultural issues relevant to communication and relationship management and be versed in the use of information and communication tools. 

Specific Roles and Responsibilities

The services of the Professional Case Manager will include but not limited to the following:

  • Would serve as the ART clinician and provide comprehensive clinical services to the newly identified clients as well as review minor complaints from older clients during their clinical visits.
  • Diagnose and treat other OIs and be responsible for managing other medical conditions of the clients.
  • Coordinate ART, PMTCT, TB/HIV, CxCa, GBV, COVID-19, and other related activities at the facility
  • Provide the supervisory function to the SEOs and adhoc staff.
  • Coordinate, supervise, and monitor the activities and performance of all ad-hoc staff engaged by the ACE-1 project including case managers, Laboratory Support Personnel, data entry clerks, etc.
  • Facilitate the Reimbursement for Incidentals (RFI) promptly and accurately.
  • Liaise and coordinate with the project's local partners operating within the facility's catchment LGAs or facilities.
  • Represent the health facility at the daily situation room meetings, weekly project review meetings, and other relevant meetings, and coordinate the participation of other personnel (especially facility staff) in these meetings.
  • Coordinate the submission of daily, weekly, and monthly reports (DHIS and LAMIS files, including RADET files, PrEP reports, TB reports, COVID-19 reports, etc.) to the state.
  • Ensure post-clinic reviews are conducted daily and use derived data to drive project implementation.
  • Be responsible for galvanizing all facility efforts to meet project expectations in target achievement and quality of care including viral load coverage, client continuity in care, back-to-care efforts, etc. 
  • Coordinate, collate and share relevant documents to necessitate prompt settlement of financial claims for the facility, including timesheets, reimbursement for incidentals, etc.
  • Lead the coordination of the DTC and ensure that all relevant persons are active participants.
  • Maintain an inventory system that adequately forecasts and requests for commodities to prevent stock-out in the health facility. 
  • Coordinate the implementation of recommendations from quality improvement teams (e.g., CQI teams, Therapeutic/Switch committees, etc.)
  • Provide regular feedback to the ACE-1 site backstop and project head office supervisor on activities within the health facility.
  • Adhere to professional ethics and abide by AHNI’s code of conduct and other regulations guiding personnel activities.
  • Ensures that all disseminated protocols are strictly adhered to by site staff
  • All other responsibilities that may be assigned

COMPLIANCE OFFICER: The Compliance Officer will carry out independent appraisals of the effectiveness of policies, procedures and standards by which Global Fund’s financial resources are managed. S/He will review and evaluate the effectiveness and efficiency of operations, adequacy of internal controls, reliability of financial reporting, compliance with applicable laws/regulations and the safeguard of assets within AHNi’s policy framework.

Minimum Recruitment Standard:

  • BSc in accounting or finance with 4-5 years relevant experience with international development programs that includes 3-5years of experience in internal control function.
