FINANCE & ADMINISTRATIVE ASSISTANT: The Finance and Administrative Assistant will be responsible for the provision of accounting, administrative, and logistical support services to the state Office. S/He will ensure the accurate keeping of all books of accounts for the project, including checking accounts, equipment and supply registers and all accounting records, lead the preparation of monthly and annual financial reports with accompanying bank documentation and receipts, assist in monitoring subproject budgets in accordance with approved work plan activities. S/He will also assist with the maintenance of efficient records/storage of all office supplies while functioning as Lead for processing cash advances, retirements, petty cash management and refunds made in favor of AHNi state office.                                                                                                                                                                                                                                                                                                             

Minimum Recruitment Standard

  • University degree in Accounting, Finance or Business administration.
  • Three (3) years’ working experience in related fields.
  • Sound accounting administrative and secretarial skills.
  • Experience with large complex organization is required, familiarity with international NGOs preferred.

SENIOR TECHNICAL ADVISOR-PREVENTION, CARE & TREATMENT: Will provide leadership and technical support in the areas of PMTCT, clinical care/ART and reproductive health. S/he will coordinate services needed to implement high quality care PMTCT, HIV care and treatment and reproductive health/family planning services. Minimum Recruitment Standard

  • MB.BS/MD/PHD or similar degree with 7 to 9 years relevant experience with at least 7 years progressive experience working in the health or development field in Nigeria.
  • Possession of an MPH or post graduate degree in a related field is required.
  • Proven experience in project development, planning and facilitating technical training.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.
  • Clinical management and training experience and ability to understand the full range of issues around the clinical management of HIV/AIDS, including provision of ART.
  • Knowledge of Nigerian clinical setting, including government and non-government settings.
  • Proven ability in supervising staff.

DEPUTY CHIEF OF PARTY-TECHNICAL :

Basic Function: The Deputy Chief of Party/Technical will be responsible for technical leadership of the program, ensuring the implementation of high-quality, evidence-based interventions, and managing a team of senior technical staff and sub-partners to ensure quality, timeliness, and efficiency of all activities and products generated under the project.                                                                                                                                                                                                                                                                                                                

Duties and responsibilities:

  • Coordinate and oversee the quality of all technical activities, providing direction, feedback, and support to ensure success.
  • Ensure program adherence to internationally accepted technical norms and standards of practices
  • Provide input into and assure that all donor reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
  • Oversee the programs collaborating, learning, and adapting process in collaboration with the Chief of Party.
  • In collaboration with program leadership, apply program learnings in pursuit of adaptive management.
  • Facilitate continuous quality assessment and improvement and ensure that program best practices are documented and disseminated throughout the program cycle.
  • Ensure effective coordination and communication and standards of practice among each partner organization.
  • Ensure high quality program delivery and the cost-effective use of AHNi and USAID resources
  • Ensure provision of management support and technical assistance to grantees on program design, budget/work plan development, and M&E planning.

Minimum Recruitment Standard

  • A master’s degree or higher in Public Health, Epidemiology or a related field is required (USG/DoS experience preferred).
  • At least eight years’ experience working as a senior level manager in a public health program in a developing country.
  • In-depth technical knowledge and experience in all components of the HIV/AIDS program including Prevention, Treatment, Care & Support, PMTCT, HIV/TB, OVCs as well as cross-cutting areas like HSS, M&E, Gender etc.
  • Progressive experience with HIV prevention, treatment and/or care and support programming including design, implementation, monitoring and reporting of activities of similar size and complexity in Nigeria or a similar setting.
  • Demonstrated supervisory skills and ability to work well in a team.
  • Demonstrated experience implementing and managing programs in resource constrained countries.
  • Demonstrated experience producing quality English-language communications products, such as progress reports, case studies, and research protocols.
  • Experience interacting with developing country government, international organization, other bilateral donor and civil society representatives, and senior level government officials.
  • At least three years of experience working with USG cooperative agreements or contracts in senior program management capacity.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts.

Background

The Nigeria TBHIV Reach Integration & Impact Project (N-THRIP) is designed to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state.

The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

The Data Officer will be responsible for ensuring accurate, timely, and complete documentation and reporting of all Key Population (KP) program data. The officer will support the KP program team in maintaining high-quality data management processes, ensuring compliance with standard reporting requirements, and enhancing the capacity of data entry clerks and CBOs for effective data use.

Key roles:

  • Ensure continuous and real-time data entry into the Electronic Medical Records (EMR) system for all KP program activities.
  • Ensure timely and accurate reporting of KP data on the DHIS2 platform in line with reporting timelines.
  • Maintain weekly data validation across all KP typology Community-Based Organizations (CBOs) to ensure data quality and consistency.
  • Coordinate and supervise KP Data Entry Clerks, ensuring accurate and timely daily data entry and reporting.
  • Provide capacity building and mentorship to the KP team and CBOs on the correct use of KP tools and standard data collection methods.
  • Ensure compliance with standard reporting and documentation practices during service delivery to clients.
  • Ensure biometric capture and documentation of all clients enrolled under KP settings.
  • Support data quality improvement (DQI) activities, identifying gaps and providing timely feedback for corrective action.
  • Collaborate closely with the KP clinician and KP lead to ensure program data aligns with clinical and programmatic outputs.
  • Report directly to the KP clinician and KP lead while being overseen technically by the State Senior Technical Officer (STO) M&E.

Recruitments:

  • A Degree or Higher National Diploma (HND) in Health Information Management, Statistics, Computer Science, Public Health, or any related field, with 2 to 3 years post-NYSC experience in data management within HIV/AIDS or public health programs.
  • Strong knowledge of HIV program reporting requirements, particularly for Key Population (KP) programs, and familiarity with national KP data collection tools.
  • Hands-on experience with Electronic Medical Records (EMR) and DHIS2 platforms for real-time data entry, collation, and reporting.
  • Experience in coordinating data entry clerks, conducting routine data validation, and ensuring data quality improvement processes.
  • Ability to provide capacity building and mentorship to CBO staff on standard documentation and reporting practices.
  • Excellent interpersonal and communication skills, with the ability to maintain productive relationships with program teams and CBO partners.

Supervisor: Senior Technical Officer – Monitoring and Evaluation

Background

Achieving Health Nigeria Initiative (AHNi) is an indigenous non-profit organization established in 2009, with its headquarters in Abuja and a presence across Nigeria's four geopolitical regions. AHNi promotes socio-economic development by supporting global health, education, and economic initiatives, providing technical assistance to the government and people of Nigeria in implementing public health and development programs.

Through the Global Fund N-THRIP project, AHNi focuses on scaling up HIV prevention, identification, and treatment efforts among general and key populations in Anambra State, emphasizing facility-based and community-initiated approaches to achieve epidemic control. Additionally, the project prioritizes improving ART coverage for pregnant women and advancing programs for key populations (KP) and adolescent girls and young women (AGYW).

Hence, the consultant will support the implementation of the grant in all supported facilities in the LGA of the state as the Monitoring and Evaluation Specialist.

Key roles:

  • Will be engaged to support planning, review, and implementation of core M&E activities with the view of ensuring highest data quality for evidence-based decision making and program improvement across GF N-THRIP supported facilities.
  • H/She will conduct routine data verification, validation, and quality assurance exercises at various service points in supported facilities in the State.
  • Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
  • Facilitate daily data collation and reporting, ensuring concurrence between reporting platforms in all supported facilities in the LGA.
  • Collaborate with the Strategic Information (SI) unit for effective data analysis and decision-making in the LGA on the project.
  • Prepare program reports, highlight success stories, and address challenges to improve program outcomes in the State.
  • Liaise with IT officers for preventive maintenance of M&E computing resources and promptly address system errors.
  • S/He will support coordination and oversight functions on strengthening health information systems through strategic information processes and innovations at the state level and across AHNi supported facilities and in line with IHVN and Global Fund guidelines.
  • Also, s/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

TECHNICAL OFFICER - PREVENTION, CARE & TREATMENT: willprovide day-to-day technical and programmatic support related to Clinical Management of HIV/ AIDS and PMTCT.
