To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

SECURITY OFFICER: will provide programmatic and administrative support to the project Offices. Contribute to the design, planning, budgeting, implementation, monitoring, evaluation and reporting of facility and community-based target driven activities focused on demand creation for uptake of HIV/AIDS services and quality service provision/delivery within the state or LGAs. Ensure adequate and timely activity implementation through periodic work plan review, processing memos, fund requests, monitoring of expenditure and initiating corrective actions to mitigate financial risk to the organization and adherence to donor and organizational policies and guidelines. Maintain program monitoring checklists and budget tracking tools to effectively supervise deliverables and burn rate of community-based target driven activities in the implementation of high-quality HIV/AIDS services at state, cluster and LGA levels; based on approved workplan. Facilitate filing of accurate documentation and maintain a database of all ad-hoc staff and program implementation resources. Support in the review, collation and submission of routine (weekly, bi-weekly, monthly and quarterly) progress reports from the field teams including capturing of success stories in line with project and donor guidelines. Support the review of financial and programmatic reports on project deliverables to ensure compliance with donor and organizational policies and reporting timelines. Develop and maintain an efficient filing and tracking system for the project including minutes of meetings.                                                                                                                                                                                                                                                                                                                                                                                                                                                      

Minimum Recruitment Standard:

  • Bachelor’s degree or relevant certification in international relations, Security Management, risk management, humanitarian work, ex-Military - Nigeria, SSS or Nigeria Police with 5 to 6 years’ experience
  • A formal security qualification or security management training/work experience in complex environments (minimal 5 years)
  • Ability to work in a multi-cultural, multi-ethnic team experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in complex context.
  • Up to 3 years working with an NGO or development organization preferred
  • Experience in incident reporting, incident mapping, compilation of security reports and assessments
  • Experience in training and coaching national staff in safety and security.

Minimum Recruitment Standard:

  • BS/BA in Public Health, Business Administration or Health Sciences with 2-3 years relevant experience with development programs
  • Demonstrated success in multicultural environments is an advantage.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision

TECHNICAL OFFICER - LABORATORY SERVICES: will be involved in capacity building and mentorship of laboratory personnel, mentoring of health personnel on DBS collection techniques as well as documentation including SOP writing. S/he will be involved in mentoring of health personnel on viral load sample collection, processing, documentation and shipment, support in monitoring and mentoring of health personnel at ACE 1-supported facilities, documentation and storage of DBS samples and viral load specimen management. The successful candidate will also be responsible for collating data reports, putting together monthly supply requisitions for project- supported laboratories, and support the running of DNA PCR assays for National EID and viral load program at the project-supported laboratories. S/he will support the development of guidelines, tools and recommendations related to the implementation, monitoring and quality assurance of laboratory services, be involved in the development and implementation of quality control and quality assurance systems in collaboration with existing personnel and systems for laboratory in the focal facilities and ensure related documentation, training and monitoring.

Minimum Recruitment Standard:

  • Minimum of BMLS or AMLSCN in Medical Laboratory Science with at least 4 years of working experience in a laboratory.
  • Or MSc in the applied biosciences with 5-7 years of working experience in a laboratory.
  • Certification or license to practice medical laboratory science is an advantage,
  • Knowledge of advanced laboratory procedures, diagnosis and management related to PCR, HIV/AIDS care and treatment is required with some experience in international development preferred.
  • Familiarity with Nigerian public-sector health system and NGOs and CBOs highly desirable.
  • Knowledge of Quality Management System (QMS) implementation and accreditation process will be an added advantage.

TECHNICAL OFFICER – PROCUREMENT & SUPPLY-CHAIN MANAGEMENT: under the supervision of the STO-HSS/CD, the TO-PSM will assist in the development of AHNi in-house capacity among the various departments, implementing agencies (IAs) and in all aspects of logistics and supply chain management of health commodities. S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence-based data from the Logistics Management Information System, to reduce stock-outs, lower costs and eliminate wastage. Provide technical support to facility focal persons in logistics to ensure completeness, accuracy and timeliness of LMIS reports. Support facilities to maintain excellent inventory of commodities, ensuring proper documentation of expired commodities, separated from useable ones. Periodically support the health facilities to carry out stock audit exercise to ensure accountability and transparency.

Minimum Recruitment Standard:

  • B.Sc. Laboratory Sciences, biological science, pharmacy or related degree 4-6 years post-national youth service experience with a minimum of 2 years’ experience in provision of logistics support for HIV/AIDS
  • Sound understanding of HIV/AIDS technical areas
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

TECHNICAL OFFICER - HEALTH SYSTEMS STRENGTHENING & CAPACITY DEVELOPMENT: will work under the supervision of the STO-HSS to provide support in the planning, implementing and monitoring of health systems strengthening and laboratory activities. S/he will contribute to AHNi’s provision of technical assistance to AHNi partners and implementing agencies at all levels to develop/review, implement and monitor health systems and laboratory strategies and activities. Assist in providing technical assistance in different health systems strengthening aspects using the six WHO building blocks and a reference guide, support the STO-HSS in collaborating with the relevant federal, State and LGA departments/agencies and other partners to develop innovative technical strategies, tools and systems to strengthen health systems at all levels. Support the development and implementation framework for capacity development for the different departments in the design and implementation of evidence-based health systems policies and practices related to their technical programs and units.

Minimum Recruitment Standard:

  • MB.BS/MD/PHD or similar degree with 3 to 5 years post national youth service experience with at least 1 year’s progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.
  • MPH or M.Sc. in related degree with at least 2 to 4years post national youth service experience with at least 2 years progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.
  • Experience in health systems analysis, health financing (including budgeting and health accounts), human resource for health (including workload analysis), and service delivery required.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

TECHNICAL OFFICER - PEDIATRICS & ADOLESCENT CARE & TREATMENT: Will focus on optimizing pediatric and adolescent HIV Care & Treatment service delivery through the provision of second- and third-line ART and ensure smooth implementation of ACE’s role in pediatric and adolescent HIV service delivery. S/He will work very closely with facility-based health workers, State Ministries of Health, Community based organizations and relevant Stakeholders. Provide technical assistance at supported HIV treatment facilities to achieve epidemic control by reaching the UNAIDS’ 95-95-95 goal in children and adolescents living with HIV, support scale up of evidence-based strategies in accordance with the UNICEF service delivery framework in supported states and health facilities. S/He will also perform quality of care assessment and ensure that children and adolescents living with HIV (CALHIV) in all supported health facilities receive high quality comprehensive ART services in accordance with National Treatment guidelines, support uptake of differentiated models of care and treatment for CALHIV to improve treatment outcomes and create efficiencies, including multi-month drug refills, use of community structures, etc.

Minimum Recruitment Standard:

  • MB.BS/MD or similar degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) including TB in resource constrained settings.
  • Possession of an MPH or post graduate degree in a related field is an advantage.
  • Experience in pediatric ART service delivery.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

Technical Officer-PMTCT, PrEP & CaCx: will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the state level. S/He will coordinate the effective implementation of Cervical Cancer Prevention Program in the State, increase the awareness of CA CX to high-risk individuals in the Facility and community. Provide strategic direction, technical oversight, and ensure appropriate support for the development and implementation of program activities in Cervical Cancer prevention. S/He will support the planning, coordination and supervision of cervical cancer screening activities in ACE-supported facilities; support training facilitation of health care providers on cervical cancer prevention program and PrEP and build the capacity of the health facility staff and service providers in documentation, data collection and analysis.

Minimum Recruitment Standard:

ASSISTANT TECHNICAL OFFICER - PREVENTION, CARE & TREATMENT: will provide technical support at state level to implement high quality care, treatment and support activities with primary focus on HIV/AIDS programs. Support the optimization of ART service delivery at the various LGAs and track ART coverage of service provided in the various LGAs of service delivery at ACE supported facilities to minimize missed opportunities. Provide technical assistance visits to all supported facilities across the project states, providing mentorship/supervision to concerned health workers on HIV/PMTCT/ART/RH activities, thereby building their capacity for quality care delivery in the above-mentioned thematic areas. Conduct hands-on and on-site mentoring of State / Local Government Implementing Team members on HIV/AIDS programming and service delivery.

Minimum Recruitment Standard:

  • MB.BS or similar degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.
  • Or BSc. Nursing, Public health, Pharmacy or other closely related field with 3-5 years relevant experience.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable
  • Knowledge of Nigerian clinical setting and project-level or state/national-level monitoring and evaluation system implementation, including government and non-government settings.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.

PROJECT DRIVER: will provide a variety of transportation support to the project. He will convey project Staff and Consultants to designated approved locations, ensure adequate safety, cleanliness, security and maintenance of the project vehicle assigned, ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and necessary spare parts. Plan route and requirements by studying schedule or ad-hoc request by the office. Ensure passengers adhere to all road safety regulations.                                                                                                                                                                                                                                                                                                                                                                                                  

Minimum Recruitment Standard:

  • Secondary school leaving certificates, apprentice certificate or any other equivalent certificates with a minimum of 5-6 years’ experience
  • Must have a Trade Test Certificate and a valid Driving License
  • Must have expert knowledge of driving rules and regulations
  • Experience as a Driver mechanic will be an added advantage
  • Experience with large complex organizations preferred.

TECHNICAL OFFICER - PREVENTION, CARE & TREATMENT: will provide day to day technical and programmatic support related to Clinical Management of HIV/ AIDS and PMTCT. Provide technical support to implement high quality care, treatment and support activities with primary focus on clinical management of HIV/AIDS including provision of Anti-retroviral therapy (ART). Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions. This includes orphans and vulnerable children programming, home-based care and other care and support activities at the community level. Coordinate the design and implementation of components related to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment in field-level projects and programs. Provide technical assistance in HIV/AIDS care and support capacity building at the state level. Work with technical relevant technical staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery. Provide technical assistance in HIV/AIDS prevention and mitigation capacity building to field programs and develop guidelines, tools and recommendations related to the implementation, evaluation of prevention and mitigation of HIV/AIDS.

Minimum Recruitment Standard:

  • MB.BS/MD degree with 4 to 6 years post-national youth service experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.
  • Experience in project development with proven experience in the planning and facilitation of training is required.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

ASSISTANT TECHNICAL OFFICER - ADAPTIVE MONITORING, EVALUATION, RESEARCH AND LEARNING: The ATO-AMERL will work with others in the State Office and Local Implementing Partners to ensure that monitoring and evaluation activities are appropriate and meet the Donor and Project’s M&E needs. Background

The Accelerating the Control of HIV Epidemic in Adamawa, Borno, Yobe & Taraba States (ACE-1) Project implemented by AHNi, and the consortium partners is a robust, sustainability-focused, high-impact, evidence-based HIV/AIDS intervention funded by the U.S. Agency for International Development (USAID). It aims at fast-tracking the attainment of UNAIDS 95:95:95 targets and achieving epidemic control in the focus states. Effective October 1, 2024, AHNi-ACE-1 took over the HIV implementation for the general population in Taraba State. AHNi verified and retained the Adhoc personnel transitioned from RISE for the first 3months to ensure adequate HR availability to continue service provision in all facilities.  AHNi-ACE-1 in collaboration with the Taraba State Government seeks to engage Adhoc personnel to fill the following roles across the 29 Supported Health Facilities in Taraba.

Overall Responsibilities

Under the supervision of the Technical Officer Laboratory Services, the Lab Quality Optimizer shall provide technical support and implement high-quality laboratory services within the assigned facilities including adherence to relevant professional standards and guidelines, involvement with laboratory clinical governance issues, proficiency testing, EQA and audit. Ensure accountability of Viral load/EID and other clients' samples collection, processing, shipment, and appropriate documentation of all results returned for clinical decision. S/he will provide supervision to the Laboratory support staff at assigned facilities to ensure the activities outlined above are delivered. S/he will work with the site enhancement officer to ensure the line list of eligible clients for lab-related services and generated and services provided as and when due. S/he shall attend to inquiries/complaints and facilitate access to lab-related services for clients and program support.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • Ensure quality clinical samples are collected from the right client for HIV viral load, EID, CD4, etc assay for the management of PLHIV in the assigned Health facilities at the appropriate time.
  • Ensure viral load samples are properly processed (separated at appropriate speed & time aliquoted into vials) within 6 hours of sample collection and stored appropriately in a temperature-monitored freezer before 3PLs pick up.
  • Ensure viral load and EID sample information are documented in the lab register and remotely logged to the designated PCR testing lab through the RSL_LIMS platform.
  • Ensure that specimen manifest is promptly printed, and used for sample sorting and arrangement before the arrival of 3PL for pick up at PCR Lab
  • Provide a periodic update on the viral load and EID sample collection, 3PLs sample pick up, and results dispatched to the assigned health facility on LIMS.
  • Monitor and ensure that printed VL and EID results from LIMS are shared on time with the ART clinic for a prompt update on LAMIS and documentation into Electronic Medical Record and viral load TAT register.
  • Ensure the daily monitoring and maintenance are conducted for all ART lab equipment including freezers, inverter systems, centrifuges etc., and periodic updates are provided for program decisions.
  • Monitor HIV RTK utilization, administration of HIV internal Quality control, and HIV testing documentation in all HIV multi-testing points within the assigned health facility and community HIV testers that are linked to the assigned Health facilities.
  • Work collaboratively with facility lab staff, Lab support staff, and other relevant ad-hoc staff to ensure real-time entries of laboratory data into relevant registers and LIMS.
  • Provide daily and weekly updates on VL, EID, CD4, and GeneXpert data documentation into LIMS and results downloaded, printed, and shared with supported facilities.
  • Support line listing of clients eligible for VL from EMR, to facilitate proactive tracking and bleeding of all eligible clients for VL daily.
  • Work closely with 3PLs and health facilities to ensure that client samples for viral load, EID, CD4, and TB are correctly collected, processed, documented on viral load turnaround time, manifest, and transported, and that results returned are and documented on EMR timely.
  • Support the conduct of RTQII and competency assessment at the assigned facility.
  • Ensure AHD-related testing is carried out and documented in the relevant register at the assigned facilities.  
  • Carry out any other tasks that may be assigned.
    • Inventory Management
  • Maintain adequate stock of laboratory commodities
  • Ensure timely submission of CRIRF and conduct post-distribution gap analysis after the supply of commodities
  • Alert relevant authorities whenever there is an imminent stock out of commodities

Recruitments:

Overall Responsibilities

The incumbent is to coordinate the monitoring and evaluation function at supported sites, and outreach communities. Under the supervision of the backstops/senior Officers, S/he shall monitor real-time data entry and flag data gaps with the facilities, state teams and the SI team to ensure optimal data quality and evidence-based decision-making on the ACE-1 project. S/he will triangulate key performance indicators reported on DPT, MSF and LAMISPlus for concurrence daily and escalate outliers. S/he will work with the Database team, and the larger SI team to monitor trends in performance indicators and flag any irregularities or anomalies.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • Facilitate daily situational room meetings to review the timeliness and completeness of data entries on DPT, MSF and LAMISPlus
  • Triangulate key performance indicators reported on DPT, MSF and LAMISPlus for concurrence.
  • Review and validate data for any inconsistencies.
  • On daily basis, profile key performance indicators for any missing data, gaps, and outliers.
  • Monitor trends in performance indicators and flag any irregularities or anomalies.
  • Measure reported data to ensure it aligns with the MER indicator definitions.
  • Real-time communication with facility and front-line teams on reported data with flags, outliers, and missing data

HIV testing services (HTS) include a range of services that should accompany any HIV test. This includes counselling (pre-test information and post-test counselling), linkage to appropriate prevention, treatment and care services, and other clinical and support services. The Professional Counselor Tester shall support all testing activities in the health facility. S/he will work with the facility personnel to ensure optimal testing in all service delivery points in the facility. S/he shall be knowledgeable in cultural issues relevant to communication and relationship management, maintain a database of clients, and remain in touch through various communication channels, including telephones, emails, social media platforms, etc.

Specific Roles and Responsibilities:

The services of the Professional Case Manager will include but not limited to the following:

  • HTS for Priority Group:
  •      i. Paediatrics
  •     ii. Adults under the following subgroups
  • Clients with advanced Disease
    • ICT clients
    • Index Testing
  • This is a focused HTS approach in which the biological children, sexual partners and drug-injecting partners of people diagnosed with HIV are offered HTS.
  • Offers ICT to all index cases with emphasis on newly identified PLHIV, virally unsuppressed clients and LTFU returned to care.
  • Elicitation of contacts (biological, social and sexual) from the index who accepts ICT.
