USAID/Nigeria’s Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) is a five-year intervention that contributes to achieving sustained epidemic control by improving the health and well-being of children living with HIV and reducing the risk of HIV infection among vulnerable children, adolescents, and caregivers. THRIVE is USAID/Nigeria’s mechanism for implementing PEPFAR-funded programs for orphans and vulnerable children (OVC) and its delivery arm for community-focused health and social welfare services

Chief of Party – USAID THRIVE OVC Project

Job Title:  Chief of Party
Project: USAID/Nigeria Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) Activity
Location: Nigeria

Position Overview:

The Chief of Party (COP) will provide overall leadership, strategic direction, and management for the USAID THRIVE Activity. This program aims to enhance the resilience of orphans and vulnerable children (OVC) and fast-track the identification, care, and treatment of children living with HIV (CLHIV) to achieve high coverage and epidemic control. The COP will ensure the delivery of high-quality, evidence-based interventions, oversee resource management, and foster partnerships with stakeholders to achieve program objectives while adhering to USAID/PEPFAR priorities and national policies.


Duties and Responsibilities:

Strategic Leadership and Program Management:

  • Provide visionary leadership to ensure the successful implementation of the THRIVE Activity, aligning with USAID/PEPFAR objectives and national priorities.
  • Oversee the development and implementation of strategies to address the vulnerabilities of OVC and their caregivers, focusing on health, psychosocial, and economic resilience.
  • Ensure high-quality program delivery and cost-effective use of resources in compliance with donor regulations.
  • Promote adaptive management, using program learnings and data-driven insights to refine strategies and interventions.

Technical Oversight and Quality Assurance:

  • Ensure integration of HIV prevention and treatment services with broader OVC programming, such as education, nutrition, and child protection.
  • Provide technical guidance to program teams and partners, ensuring adherence to international standards and best practices.
  • Facilitate continuous quality improvement and document and disseminate program best practices.

Stakeholder Engagement and Partnership:

  • Build strong relationships with USAID, PEPFAR, government agencies, implementing partners, and community stakeholders.
  • Represent the THRIVE Activity in national and regional forums, advocating for policies and practices that support OVC and CLHIV.
  • Foster effective coordination and communication among all program partners.

Case Identification and HIV Care:

  • Lead initiatives to strengthen case-finding mechanisms for identifying CLHIV, including community-based strategies and referral systems.
  • Address barriers like stigma and discrimination and access challenges through advocacy and community engagement.
  • Promote adherence to HIV treatment and retention in care, emphasizing family-centered approaches.

Monitoring, Evaluation, and Learning (MEL):

  • Oversee the design and implementation of MEL systems to track program progress, outcomes, and key performance indicators.
  • Use data analysis to identify gaps, propose corrective actions, and inform strategic decision-making.
  • Ensure timely and accurate reporting to USAID and stakeholders, highlighting achievements and lessons learned.

Capacity Development and Sustainability:

  • Strengthen the capacity of project staff, partners, and community structures through targeted training and mentorship.
  • Develop tools, guidelines, and resources to enhance program implementation and ensure the long-term sustainability of OVC and HIV care services.

Financial and Operational Management:

  • Oversee financial management and ensure alignment with program budgets and donor requirements.
  • Ensure operational efficiency by managing procurement, logistics, and administrative systems effectively.
  • Promote transparency, accountability, and efficient resource utilization.

Resource Mobilization and Sustainability:

  • Identify and pursue funding and resource mobilization opportunities to expand and sustain the project.
  • Develop strategies to enhance the long-term impact and sustainability of OVC and HIV-related programming.

Gender, Inclusion, and Child Safeguarding:

  • Integrate gender-responsive programming and promote inclusivity across all program interventions.
  • Develop and implement strategies for safeguarding children and responding to child welfare emergencies.

Qualifications and Skills:

Minimum Recruitment Standards:

Education:

  • Advanced degree in medicine, public health, social sciences, international development, or a related field. Ph. D., MB, BS, master’s degree in public health, Social Sciences, International Development, or a related field.

Experience:

  • Minimum of 15 years of senior management experience in public health programming, including at least 5 years managing USAID/PEPFAR-funded projects.
  • Proven expertise in pediatric HIV care, OVC programming, and resilience-building interventions.
  • Demonstrated success in managing large-scale, multi-faceted programs in resource-constrained settings.
  • Proven experience working with government entities, international organizations, and civil society organizations in Nigeria or similar settings.
  • Familiarity with Nigerian public health systems, donor organizations, and community-based organizations.
  • At least three years of experience managing USG cooperative agreements or contracts.
  • Demonstrated ability to work effectively in multicultural environments.

Technical Expertise:

  • Strong knowledge of HIV/AIDS prevention, treatment, care, and support, strengthening OVC frameworks and health systems.
  • Familiarity with donor regulations, national policies, and global best practices.

Skills:

  • Exceptional leadership, organizational, and interpersonal skills.

Position Summary:
The Director of Finance and Operations will provide leadership and oversight for all financial, operational, and administrative functions under the THRIVE Activity. The position will ensure robust financial management, compliance with USAID regulations, and efficient operational support to achieve the program's objectives. Reporting to the Chief of Party, the Director will oversee budget planning, financial reporting, procurement, human resources, and logistics, ensuring alignment with organizational and donor policies.

Key Responsibilities:

  1. Financial Management and Compliance:
    1. Lead budgeting, financial forecasting, and expenditure tracking to ensure efficient resource utilization.
    1. Develop and maintain internal control systems to safeguard financial assets and ensure compliance with USAID, PEPFAR, and Government of Nigeria regulations.

    1. Enforce operational policies to ensure efficiency and compliance across project functions.
    1. Facilitate capacity building for administrative staff and ensure continuous improvement in operational processes.
  4. Strategic Leadership and Coordination:
    1. Collaborate with program teams to develop annual work plans and budgets, ensuring alignment with program goals and donor requirements.
    1. Guide on addressing financial or operational challenges and adapting to changes in work plans or budgets.
    1. Participate in program management meetings, contributing to strategic decision-making and problem-solving.
  5. Monitoring and Risk Management:
    1. Routinely monitor financial activities to identify and address anomalies or risks.
    1. Ensure fiscal responsibility through sound financial practices and adherence to donor and organizational policies.
    1. Support program teams in responding to financial or operational information requests.

Knowledge, Skills, and Attributes:

  • Financial Expertise:
    • Proven experience managing finances for large-scale donor-funded programs, particularly in the health sector.
    • Extensive knowledge of USAID financial regulations and PEPFAR guidelines.

Minimum Recruitment Standards:

  • At least 15 years of experience in financial and administrative management for large public health or development projects.
  • Extensive experience with donor-funded projects, particularly USAID and PEPFAR.
  • Familiarity with Nigerian financial, operational, and regulatory environments is highly desirable.

Preferred Qualifications:

  • Experience managing financial operations for HIV/AIDS or other health programs.
  • Strong track record in audit compliance and risk management.
  • Ability to lead and mentor finance and operations teams effectively.

Position Summary: The Deputy Chief of Party (DCOP)/Director of Technical Programs will support the Chief of Party (COP) in providing technical leadership and oversight for the THRIVE Activity. The DCOP will ensure the implementation of high-quality, evidence-based interventions, adherence to international technical norms, and successful management of a multidisciplinary team. The role involves technical strategy development, stakeholder coordination, capacity building, and applying adaptive management principles to achieve USAID’s program goals.

Key Responsibilities:

  1. Technical Leadership and Oversight:
    1. Lead and oversee all technical aspects of the THRIVE Activity to ensure program goals and objectives are met.
    1. Provide strategic direction to design and implement integrated interventions addressing HIV/AIDS, OVC, and social protection.
    1. Ensure alignment with USAID/PEPFAR standards, evidence-based practices, and donor regulations.
  2. Program Coordination and Quality Assurance:

To strengthen our operations and interventions in the country, we are seeking qualified candidates for the following position:

RADIOGRAPHER: The Radiographer will operate a mobile digital X-ray unit, adhering to safety standards. This role supports TB/HIV Acceleration Plan (TAP) by performing administrative tasks for quality radiography services. Additionally, s/he will support the implementation of artificial intelligence in imaging processes to improve TB diagnostic capabilities. S/he will operate the Portable Digital X-ray (PDX) equipment for chest X-rays to detect potential cases of TB, capture and review quality diagnostic radiographs of individuals according to the ALARA principle, to guarantee quality, clarity, and high diagnostic value and maintain accurate patient records, documentation, and imaging files, entering relevant information into electronic medical records (EMRs) or picture archiving and communication systems (PACS). The Radiographer will be responsible for safely storing all radiographs in an easily retrievable manner that protects the privacy and rights of clients, serving as the radiation safety officer, to ensure that radiation safety measures are in place, protecting both patients and staff from unnecessary exposure during X-ray procedures, including keeping records of the dosimetry readings. S/he will follow established protocols, safety procedures, and regulatory requirements for radiation protection, infection control, and patient confidentiality in accordance with healthcare standards and guidelines while operating within the confines of the Radiographers Registration Board of Nigeria (RRBN). The Radiographer is expected to participate in facility and community engagement and integration of HTS in outreaches for TB case identification, train and mentor other staff, including GoN staff on the use of portable digital x-ray machines and ensure that all X-ray procedures and related documentation meet the standards of the National TB program.                                                                                                                                                                                                                                                                                                                                                   

Minimum Recruitment Standard:

  • Minimum of B.Sc./HND in medical radiology or an X-ray technologist with a minimum of one year's experience in a clinical setting.
  • A current X-Ray Technology certificate or license to practice from Radiographers Registration Board of Nigeria (RRBN) with one-year of relevant professional experience, with an emphasis on Chest radiology and screening.
  • Member of the Association of Medical and X-ray Technicians of Nigeria (AMEXITON).
  • Proficiency in operating digital radiography equipment.
  • Knowledge and skill in data management and analysis, report writing and presentation.
  • Cultural Sensitivity – Respects cultural environment in which person is working and does not act in a manner that is outwardly offensive to the local community.
  • Non-discriminatory- Does not discriminate persons based on sexual orientation or gender identity, age, preferred jobs, or behavioural habits.
  • Knowledge of Local Language preferred (Hausa, Fulfulde, Kanuri).

SENIOR PROGRAM OFFICER: Under the supervision of the State Program Advisor/State Team Lead, the SPO provides oversight, coordination, monitoring and reporting of all ACE activities in the assigned State. S/he will provide management support to the state office and IAs focusing on work plans, sub agreement management, periodic fund requests, review of MFRs/SFRs, and reporting. Develop and oversee execution of systems for initiation, implementation, monitoring, amendment and close out of all ACE IAs’ sub agreements. SECURITY OFFICER: will provide programmatic and administrative support to the project Offices. Contribute to the design, planning, budgeting, implementation, monitoring, evaluation and reporting of facility and community-based target driven activities focused on demand creation for uptake of HIV/AIDS services and quality service provision/delivery within the state or LGAs. Ensure adequate and timely activity implementation through periodic work plan review, processing memos, fund requests, monitoring of expenditure and initiating corrective actions to mitigate financial risk to the organization and adherence to donor and organizational policies and guidelines. Maintain program monitoring checklists and budget tracking tools to effectively supervise deliverables and burn rate of community-based target driven activities in the implementation of high-quality HIV/AIDS services at state, cluster and LGA levels; based on approved workplan. Facilitate filing of accurate documentation and maintain a database of all ad-hoc staff and program implementation resources. Support in the review, collation and submission of routine (weekly, bi-weekly, monthly and quarterly) progress reports from the field teams including capturing of success stories in line with project and donor guidelines. Support the review of financial and programmatic reports on project deliverables to ensure compliance with donor and organizational policies and reporting timelines. Develop and maintain an efficient filing and tracking system for the project including minutes of meetings.                                                                                                                                                                                                                                                                                                                                                                                                                                                      

Minimum Recruitment Standard:

  • Bachelor’s degree or relevant certification in international relations, Security Management, risk management, humanitarian work, ex-Military - Nigeria, SSS or Nigeria Police with 5 to 6 years’ experience
  • A formal security qualification or security management training/work experience in complex environments (minimal 5 years)
  • Ability to work in a multi-cultural, multi-ethnic team experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in complex context.
  • Up to 3 years working with an NGO or development organization preferred
  • Experience in incident reporting, incident mapping, compilation of security reports and assessments
  • Experience in training and coaching national staff in safety and security.

TECHNICAL OFFICER - LABORATORY SERVICES: will be involved in capacity building and mentorship of laboratory personnel, mentoring of health personnel on DBS collection techniques as well as documentation including SOP writing. S/he will be involved in mentoring of health personnel on viral load sample collection, processing, documentation and shipment, support in monitoring and mentoring of health personnel at ACE 1-supported facilities, documentation and storage of DBS samples and viral load specimen management. The successful candidate will also be responsible for collating data reports, putting together monthly supply requisitions for project- supported laboratories, and support the running of DNA PCR assays for National EID and viral load program at the project-supported laboratories. S/he will support the development of guidelines, tools and recommendations related to the implementation, monitoring and quality assurance of laboratory services, be involved in the development and implementation of quality control and quality assurance systems in collaboration with existing personnel and systems for laboratory in the focal facilities and ensure related documentation, training and monitoring.

Minimum Recruitment Standard:

  • Minimum of BMLS or AMLSCN in Medical Laboratory Science with at least 4 years of working experience in a laboratory.
  • Or MSc in the applied biosciences with 5-7 years of working experience in a laboratory.
  • Certification or license to practice medical laboratory science is an advantage,
  • Knowledge of advanced laboratory procedures, diagnosis and management related to PCR, HIV/AIDS care and treatment is required with some experience in international development preferred.
  • Familiarity with Nigerian public-sector health system and NGOs and CBOs highly desirable.

Provide technical support to facility focal persons in logistics to ensure completeness, accuracy and timeliness of LMIS reports. Support facilities to maintain excellent inventory of commodities, ensuring proper documentation of expired commodities, separated from useable ones. Periodically support the health facilities to carry out stock audit exercise to ensure accountability and transparency.

Minimum Recruitment Standard:

  • B.Sc. Laboratory Sciences, biological science, pharmacy or related degree 4-6 years post-national youth service experience with a minimum of 2 years’ experience in provision of logistics support for HIV/AIDS

TECHNICAL OFFICER - PEDIATRICS & ADOLESCENT CARE & TREATMENT: Will focus on optimizing pediatric and adolescent HIV Care & Treatment service delivery through the provision of second- and third-line ART and ensure smooth implementation of ACE’s role in pediatric and adolescent HIV service delivery. S/He will work very closely with facility-based health workers, State Ministries of Health, Community based organizations and relevant Stakeholders. PROJECT DRIVER: will provide a variety of transportation support to the project. He will convey project Staff and Consultants to designated approved locations, ensure adequate safety, cleanliness, security and maintenance of the project vehicle assigned, ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and necessary spare parts. Plan route and requirements by studying schedule or ad-hoc request by the office. Ensure passengers adhere to all road safety regulations.                                                                                                                                                                                                                                                                                                                                                                                                  

Minimum Recruitment Standard:
