Achieving Health Nigeria Initiative (AHNi), a local allied of FHI 360, will work alongside other principal recipients and sub-recipients to implement the remaining period of the new funding model (NFM) grant. In addition, AHNi will work with the key Government National and State entities (NACA, FMOH, NPHCDA) and priority state Government), CCM, NGOs, other HIV PRs (SFH, ARFH, NACA, and NEPHWAN) and other stakeholders to ensure a smooth implementation of the grant. AHNi, in collaboration with FHI 360, will use existing external coordination platforms in addition to its internal coordination mechanism to ensure effective coordination of the grant during the period of implementation in the 35+1 states.
This Program Implementation Plan (PIP) details the departures and nexus between two HIV grants periods namely: the grant extension period (January 2018 to June 2019) and the new grant (July 2019 to December 2020). On the overall, the new grant will build on the results achieved through existing grants while contributing directly to the attainment of the Nigerian National HIV Strategic Plan goals and objectives by expanding access to HIV/AIDS prevention, treatment, care and support in Nigeria for both the general and key population with the aim to reduce HIV incidence and its associated morbidity and mortality.
While the HIV extension grants focused largely on reaching general population with comprehensive HIV Prevention, Care and Treatment services; the new grant will continue to reach the general population while also serving the key population (FSWs, MSM, PWID, AGYW and other vulnerable population) in a bid to drive the country towards the attainment of the ambitious 90:90:90 UNAIDS goal. In line with GoN and TRP recommendations; as well as the dire need to close ART and PMTCT service gaps, the program will continue to support the 6 priority states in the extension grant (i.e. Akwa Ibom, Borno, Kaduna, Imo, Oyo and Rivers States) and then ensure that scale up efforts in the new grant focus largely on 9 + 1 priority states (Kano, Borno, Cross river, Delta, Imo, Plateau, Abia, Taraba, Benue and FCT) and the 5 underserved states (Jigawa, Niger, Sokoto, Ogun and Osun). To develop the potentials and the capabilities of more states (other than Lagos State) to the status of principal (PR) or sub-recipients (SR) to the Global Fund, the PR will plan and implement a wide range of organizational strengthening interventions to bolster the technical, financial and program management capabilities of 5 states branded as NTPP/States as Implementing Entities (SIE) namely: Benue, Cross River, Nasarawa, and Anambra. It is hypothesized that at the end of the new grant period, these 5 states will be able to access grants and implement the GF-funded program on their own.
