Background

The Nigeria TBHIV Reach Integration & Impact Project (N-THRIP) is designed to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

Key roles:

The services of the language expert consultant will include but are not limited to the following:

ACCOUNTANT:  The accountant is responsible for accounting in the Head and State Offices, ensuring compliance with the contractual financial requirements of the project. S/he will assist the Finance Manager to ensure the accurate keeping of all books of account for the project, including checking account, equipment and supply registers and all accounting records. Work with the Senior Program Officer to lead the preparation of monthly and annual financial reports, including financial status of sub-project account activities with accompanying bank documentation and receipts. Assist the Senior Program Officer and Finance Manager in monitoring sub-project budgets in accordance with approved work plan activities. Monitor periodic expenditures of projects by analyzing financial data and producing periodic and ad hoc reports. Work with the Finance Manager to provide support with the accounting workflow in the review and audit of project reports for reimbursement of expenditures and function as support for processing cash advances, retirements, petty cash management and refunds made in favor of AHNi.

Minimum Recruitment Standard:

• BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 4 to 6 years relevant experience
• Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 to 5 years relevant experience.
• Minimum of 2-3 years’ experience in accounting relating to development programs

Key roles:

• Provide professional clinical guidance on the management of TB and advanced HIV disease for diagnosis, treatment and prevention.
• Lead efforts in scaling up TB preventive therapy (TPT) and AHD care services, which includes the management of opportunistic infections (OIs) and the use of diagnostic tools.
• Provide technical support in integrating AHD Screening and point of care diagnosis

The Nigeria TBHIV Reach Integration & Impact Project (N-THRIP) is designed to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

Hence, the consultant will support PMTCT interventions at the facilities, and alternate settings in collaboration with other GF sub-recipients. The consultant will also ensure HTS optimization for PBFW across non-ESM facilities, retention support and linkage of all IEH to services

Key roles:

The services of the consultant will include but not limited to the following:

• Support the implementation of PMTCT programs, ensuring that services are accurately integrated into maternal and child health services.
• Provide guidance to healthcare providers and program staff on PMTCT protocols, including HIV testing, antiretroviral therapy (ART) initiation, and early infant diagnosis.
• Optimize HTS for pregnant and breastfeeding women at ANC, L&D, post-natal clinics.
• Collaborate with NEPWHAN and other GF SRs to ensure linkage of HIV positive PBFW to treatment facilities.
• Support uptake of early infant diagnosis for infants exposed to HIV (IEH) across health facilities in the state.
• Develop comprehensive reports on PMTCT program performance, highlight successes, bottlenecks, and areas for improvement to stakeholders and donors.

Hence, the consultant will be responsible for ensuring the quality of high-frequency reports and working with facility backstops to correct data quality issues in a timely fashion. S/He will work with the SI team to conduct routine DQA activities across facilities and share gap analysis to inform decision-making

Key roles:

• Facilitate the review, cleaning, and validation data to ensure correctness, completeness, and consistency across all data sources.
• Provide technical support and directions on data management challenges.
• Perform audits and data quality assessments (DQAs) to recognize and rectify inconsistencies or gaps in data.

Hence, the consultant will support the STO-Lab to implement laboratory services across the state, to ensure VL services and commodities are in place, and quality is maintained while conducting routine tests.

Key roles:

The services of the consultant will include but not limited to the following:

• Provide support for all laboratory activities related to HIV testing, diagnosis, monitoring, and ensure adherence to standard operating procedures (SOPs).
• Create, implement, and keep track of comprehensive quality management system (QMS) to ensure that all laboratory processes meet international and national quality standards.
• Assist the monitoring and evaluation of laboratory services, collation of data on testing outcomes and general laboratory performance to inform program improvements.
• Support capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria staff and stakeholders at the individual, facility, and levels to lead the HIV response and create effective linkages between facility and community services.
• Facilitate the collection, management, and analysis of laboratory data, making sure of accurate and timely reporting of results to clinicians and program managers.
• Develop and present reports on laboratory performance, testing volumes, quality assurance activities, and other important metrics.
• With guidance from the STO-Lab, represent AHNI in meetings, discussions, and relevant forums.

The Nigeria TBHIV Reach Integration & Impact Project (N-THRIP) is designed to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

Hence, the consultant will support the implementation AGYW related activities, support school and livelihood support interventions for CLHIV and their caregivers in the state.

Key roles:

The services of the consultant will include but not limited to the following:

• Provide technical support to the Adolescents Girls Young Women component.
• Develop design, implementation, and monitoring of sound technical strategies and interventions targeting AGYW and HIV Prevention as well as ensuring the integration of interventions with the other key program areas.
• Provide Support for the delivery of preventive services to AGYW and scale up of prevention and other sexual and reproductive health (SRH) services for AGYW interventions related to HIV Testing Services treatment, care, and support services for Adolescent Girls and Young Women.
• Develop and support programs that create economic avenues for AGYW, such as vocational training, entrepreneurship, and financial literacy.
• Work with relevant staff to coordinate the implementation of facility-based programs in relation to clinical management of HIV/AIDS.

Supervisor: Senior Technical Officer – Key Populations

Background

Achieving Health Nigeria Initiative (AHNi) is a non-profit organization that promotes socio-economic development by supporting global health and economic initiatives in Nigeria. It was established as indigenous organizational, registered in 2009 with its headquarter in Abuja, and presence in the four geopolitical regions of Nigeria.  It aims to provide technical assistance to the government and people of Nigeria in the implementation of public health and development programs.

The Global Fund Grant Cycle (GC7) is to ensure a coordinated and intensive effort to scale up the prevention, identification, and treatment of HIV in both general and key populations in Anambra state. The focus will be on facility and community-based approaches to reach epidemic control, and in addition, ensure improvement in the coverage of pregnant women on ART as well as target KP and AGYW programs.

Hence, the consultant will support the implementation of the GC7 grant at the one stop shop.

Key roles:

The services of the consultant will include but not limited to the following:

• Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART.
• Oversee clinical HIV management interventions for key populations in the OSS
• Review clinical records to evaluate the necessary level of client care.
• Effectively manage and supervise other clinical team members, health service providers, volunteers and case managers at the OSS as well as DICs.
• Supervise weekly/monthly clinical staff meetings, Integrate OSS and Community services with other project activities to enhance the achievement of project outcomes.
• Provide support to the Strategic Information (SI) unit to manage data collection for service delivery to Key Populations in project communities using nationally approved tools.
• Support for data analysis, interpretation and use at the OSS.
• Use of data at facility level for decision making towards improve service delivery at the OSS.
• Preparation of program reports, proactively seek out and report relevant opportunities, success stories, linkages or challenges that may promote clinical services for the project.
• Carry out any assignment as assigned.

• MD, MBBS with 2 to 3 years post NYSC experience in clinical management of HIV/TB.
• Possession of a post graduate degree in a related field is an added advantage.
