(d) RESTRICTION ON LOTS TO BID AND OPERATIONAL ELIGIBILITY
A bidder is only eligible to bid for a maximum of 2 LOTs. Failure to adhere to this instruction will lead to disqualification. To be eligible to bid for LOT 2, LOT 4, LOT 5, LOT 6, and LOT 7, a bidder must have an operational presence in the northeast region of Nigeria. Preference shall be given to those bidders that operate in states within the Northeast. In consideration of the limited timeline to conclude these procurements, including delivery that must be completed on or before end of September 2024, these procurements shall be awarded as a whole lot or as a sub-lot. This means that two or more suppliers can merit a particular LOT depending on capacity, knowledge of the region, and delivery timeframe.
