(a) BACKGROUND

Achieving Health Nigeria Initiative (AHNi) is one of the leading national nongovernmental organizations with a vision to promote a healthy and safe society where everyone thrives. Our mission is to improve quality of life for people, especially the vulnerable groups, through inclusive and community-led programming. 

With funding from USAID to implement Accelerating Control of the HIV/AIDS Epidemic in Nigeria (ACE-1), AHNi is hereby inviting interested, qualified and authorized Suppliers to submit sealed quotations for the supply of IT Equipment and Accessories, Solar Inverter Systems, Household Equipment, Generator, Laboratory Consumables, Ancillary Equipment and Dignity Kits as provided in the weblinks below:

(c) MINIMUM ELIGIBILITY REQUIREMENT:

2Evidence of legal registration document of the company (CAC Registration, FORM CO2 and FORM CO7) or Registration of Business Name or any other equivalent valid document from CAC
3Latest Tax Clearance Certificate (Please note that we will scan the QR Code on your TCC to validate authenticity) not earlier than 2021
4Evidence of Financial Capability (a copy of most recent and signed audited report) not earlier than 2021
5Bank Reference Letter duly authenticated by the bank and addressed to AHNi (please note that a bank reference letter obtained in 2024 for any similar notices from AHNi can be validly submitted)
6Letter of Authorization and Dealership Certification for the following: OEM authorization letter or Certificate of dealership for supply of IT Equipment, Accessories and Consumables is a MUST OEM authorization letter or certificate of dealership for supply of Solar Inverter Systems is a MUSTOEM authorization letter or certificate of dealership for supply of Generator is a MUST
7Verifiable evidence of experience in the award(s) applicable to the quoted LOT(s) of interest must align with similar scope, complexity, and value and must have been executed within the last two years. Interest bidders must provide copy(ies) of job orders or contracts as well copies of waybills, delivery notes or job completion report as proof of delivery(ies)
8Financial Quotation and the Essential Commercial Terms (Price Reasonableness, Acceptable Quality, Acceptable Delivery Leadtime, Validity of Quotation, Warranty, Delivery Cost as applicable, Installation Cost as may be applicable, Picture sample for Lab Consumables, Ancillary Equipment and Dignity Kits)

(d) RESTRICTION ON LOTS TO BID AND OPERATIONAL ELIGIBILITY

A bidder is only eligible to bid for a maximum of 2 LOTs. Failure to adhere to this instruction will lead to disqualification. To be eligible to bid for LOT 2, LOT 4, LOT 5, LOT 6, and LOT 7, a bidder must have an operational presence in the northeast region of Nigeria. Preference shall be given to those bidders that operate in states within the Northeast. In consideration of the limited timeline to conclude these procurements, including delivery that must be completed on or before end of September 2024, these procurements shall be awarded as a whole lot or as a sub-lot. This means that two or more suppliers can merit a particular LOT depending on capacity, knowledge of the region, and delivery timeframe.

(e) EVALUATION AND SELECTION CRITERIA:

Bidders must ensure that all requested information in (c) are included in the submission documentation. Proposals will be evaluated against the following:

(f) SUBMISSION PROCEDURE AND INSTRUCTIONS:

Technical Documentation (Criteria 1-7) and Financial Quotation including commercial terms (Criteria 8) MUST be submitted in 2 separate envelopes, signed by an authorized representative as applicable, and properly labelled with the bidder’s company name on one side of the envelope as well as its content (LOT) on the other side of the envelope (e.g., Envelop 1-Technical Document LOT 1, Envelop 2-Financial Quotation LOT 1). You are expected to submit these two (2) envelopes inside one big envelope, addressed, and submit the same in hard copy to:

  • AHNi is value-added tax (VAT) exempt but deducts withholding tax (WHT) in compliance with relevant Nigerian tax laws.
  • All proposal documents submitted, including the price, must be valid for 60 days from the proposal due date. This includes but is not limited to cost, terms, conditions, and service level agreement; a standard manufacturer’s warranty for various equipment requests must apply.
  • AHNi requires compliance with the policies on Protection Against Sexual Exploitation and Abuse (PSEA) and the Violence Against Persons Prohibition Act (VAPPA, 2015) from its suppliers and partners. All prospective bidders must be compliant with these important policies.
